1 <br /> L <br /> Planning Commission Meeting Minutes <br /> March 15, 2005 <br /> Page 4 <br /> 1 Mr. Grover explained that the Secretary of Interior Standards is written in such a way that it <br /> 2 allows for interpretation based on each individual situation. <br /> 3 <br /> 4 Commissioner Young asked who would interpret the standards if the owners decide to rebuild <br /> 5 the Administration Building. Ms Roise indicated that a local group of consultants would work <br /> 6 with the structure. <br /> 7 <br /> 8 Ms. Moore-Sykes referenced the arborist's report regarding the red cedars and asked if it would <br /> 9 be advisable to replace the trees with the same species to protect the integrity of the site. Ms. <br /> 10 Roise stated that she would have to review the landscape design of the area adding that she is not <br /> 11 a horticulturalist. She agreed that it is important to consider what type of tree is being planted <br /> 12 noting that it is very difficult to freeze landscapes adding that trees do have a limited life. <br /> 13 <br /> 14 IX. CONCEPT REVIEW <br /> 15 9.1 3605 —29`x' Avenue North (Industrial) Conditional Use—Proposed Car Sales <br /> 16 <br /> 17 Ms. Moore-Sykes stated that Mr. Patrick O'Connor met with Staff regarding his plan to purchase <br /> 18 the property located at 3605 —29t' Avenue Northeast and his proposal to use the property for an <br /> 19 auto sales business for specialty cars, classics and custom models. She referenced a letter of <br /> 20 explanation submitted by Mr. O'Connor stating that his plan is to keep 15 to 25 vehicles on site <br /> 21 for sale either in the show room or parked on the west side of the property during business hours. <br /> 22 She explained that the vehicles would be ready for sale and not junked vehicles. She indicated <br /> 23 that it is Mr. O'Connor's intent to manage his inventory similarly to the Hitching Post where he <br /> 24 would display the vehicles outside during business hours and store them inside during off hours. <br /> 25 She stated that a public hearing has been scheduled for the April 19`"meeting to discuss his <br /> 26 request noting that Mr. O'Connor is available to answer any questions the Commission might <br /> 27 have. <br /> 28 <br /> 29 Patrick O'Connor stated that he spoke with Mr. Sanders, the owner of the property and believes <br /> 30 this would be a good location for the proposed dealership. He explained that he has been in the <br /> 31 business for over twenty years and would like to branch out now on his own. He provided the <br /> 32 Commission with a brief overview of the proposal stating that he plans on stocking the <br /> 33 dealership with late model cars and includes financing options. <br /> 34 <br /> 35 Chair Stromgren asked if there are any improvements needed to the building or is this request <br /> 36 strictly a CUP. Ms. Moore-Sykes explained that the request is a CUP with commercial use. She <br /> 37 indicated that the ordinance could be changed, if allowed, to reflect an automotive service with <br /> 38 the requirement that junk cars are to be kept out of sight. She indicated that changing the <br /> 39 ordinance would be a lengthy process and reviewed. <br /> 40 <br /> 41 Commissioner Jensen clarified his understanding for conditional uses stating that the definitions <br /> 42 are relatively broad. He asked if the CUP is being used as a catch all for this request. Ms. <br /> 43 Moore-Sykes confirmed and reviewed with Commission. <br /> 44 <br /> 45 Commissioner Galyon asked Mr. O'Connor how he determined the maximum number of cars to <br />
