Planning Commission Meeting Minutes <br /> September 20, 2005 <br /> Page 1 I <br /> 1 <br /> 2 Chair Stromgren opened the public hearing at 7:59 p.m. <br /> 3 <br /> 4 Ms. Moore-Sykes reviewed the listed properties with the Commission noting that these are all <br /> 5 properties the City has acquired for redevelopment over the years that have been held by the City <br /> 6 until a buyer or project could be identified. She stated that in 1996, as part of their <br /> 7 redevelopment plan for this area, the City Council met with the owners to discuss the prospect of <br /> 8 acquiring these properties. She stated that by 2000 the City had acquired all of the properties and <br /> 9 that on October 29, 2004 the City sold all of the lots to Autumn Woods Partners, LLP. She <br /> 10 stated that as part of the agreement, the City agreed to combine these lots into one parcel and <br /> 11 record it with Hennepin County. <br /> 12 <br /> 13 Paul Brewer, LaNel Properties, confirmed that the lots along Kenzie are all properties that they <br /> 14 purchased from the City and reviewed with the Commission. He stated that as part of Autumn <br /> 15 Woods they have a triangular parcel titled Parcel A and has been deeded and recorded with the <br /> 16 County. He stated that now, in order to prepare the parcel for development, they want to convey <br /> 17 Parcel A to a partnership that owns the parcels that would be eventually developed. He stated <br /> 18 that until they get a solid plan together for this area they do not want to apply for a subdivision of <br /> 19 the parcels and they are asking the City to waive the subdivision requirements so they can record <br /> 20 Parcel A as a separate parcel from the lots they purchased from the City. He stated that without <br /> 21 the City waiver they would have to subdivide the property. He stated that at this time they are <br /> 22 requesting that the Planning Commission waive the subdivision requirements allowing them to <br /> 23 record the deed for Parcel A and when they get to the point for a final development plan for the <br /> 24 site they would come back to present a formal subdivision plan for the site. <br /> 25 <br /> 26 Chair Stromgren closed the public hearing at 8:05 p.m. <br /> 27 <br /> 28 Motion by Commissioner Jensen, second by Commissioner Young, to recommend approval of <br /> 29 the proposed administrative subdivision of property located at 2534 Kenzie Terrace; 2538 Kenzie <br /> 30 Terrace; 2542 Kenzie Terrace; 2546 Kenzie Terrace and 2548 Kenzie Terrace and combine these <br /> 31 lots into one parcel and record it with Hennepin County as proposed by Staff. <br /> 32 <br /> 33 Motion carried unanimously <br /> 34 <br /> 35 VIII. CONCEPT REVIEW <br /> 36 <br /> 37 8.1 Redevelopment of the Kenzie Terrace/Lowry Avenue Commercial Property located at <br /> 38 2520 Kenzie Terrace. <br /> 39 <br /> 40 Ms. Moore-Sykes stated that John Harriss, Harriss Architects, is representing a group of <br /> 41 developers that are interested in redeveloping 2520 Kenzie Terrace, which is the old KFC <br /> 42 commercial site. She stated that the parcel is currently zoned commercial and that their proposal <br /> 43 is to rezone the lot to an R-4 and construct an owner-occupied condominium with 33 units. She <br /> 44 explained that because of the size of the lot, they might also request a variance to the height <br /> 45 restriction to construct a 4-floor building.
