STAFF REPORT <br /> To: Planning Commission Report No.: VII.2 <br /> From: Kim Moore-Sykes, Assistant City Manager <br /> Date: September 20, 2005 <br /> Subject: Conditional Use Permit Request- Drive-Thru for Snyder Drugs <br /> Date Application Received: August 15, 2005 <br /> Property Address: St. Anthony Market Place <br /> Zoning District: LI <br /> 60-Day Expires: October 15, 2005 <br /> Requested Action: <br /> David Leonard,Snyder's Drug Stores, Inc.,is requesting a Conditional Use Permit(CUP) for a drive-thru as <br /> required by the City's Zoning Code. Section 1635.03 requires a CUP when a drive-thru is being proposed <br /> for a use that is otherwise permitted under Section 1635.02. Snyder's Drug Store, as a drug store, is a <br /> permitted use under Section 1635.02, (cc). <br /> Background: <br /> Mr. Leonard appeared before the Planning Commission in a concept review at their August 16th meeting, <br /> proposing to move Snyder's Drug Store from its current location in the St. Anthony Shopping Center to the <br /> end cap unit in the St. Anthony Marketplace. He indicated that the lease at their current location is soon up <br /> and since the current site no longer suits their needs they became interested in the end cap when they were <br /> advised that it was available. Mr. Leonard stated that this unit is attractive to Snyder's because it is an end <br /> cap and they could easily install a drive-thru for the convenience of their physically challenged customers <br /> and parents with small children. <br /> The Planning Commissioners discussed the traffic flow of the proposed drive-thru window and it was <br /> suggested that to alleviate traffic issues that the proposed drive-thru be a one-way. <br /> Proposed Conditions: <br /> 1.) No canopy over the drive-thru. <br /> 2.) Orient the traffic to a one-way flow pattern to minirmze potential traffic conflicts. <br /> 3.) Hours of Operation will be limited to 9:00 a.m. to 9:00 p.m. <br /> 4.)
