STAFF REPORT <br /> To: Planning Commission Report No.: X. 1 <br /> From: Kim Moore-Sykes,Assistant City Manager <br /> Date: November 15, 2005 <br /> Subject: Comprehensive Land Use Plan Update <br /> Requested Action: Discussion and answer questions. <br /> Background: <br /> In 1998, the City submitted its Comprehensive Land Use Plan to the Metropolitan Council as per state <br /> requirements. Legislation had required cities in Minnesota to compile this document which was to discuss the <br /> city's zoning districts, transportation, sanitary and storm water sewer systems,water system,parks and recreation, <br /> housing plan,implementation plan and community profile. This legislation also stated that these Comprehensive <br /> Land Use Plans would be undated every 10 years. As such, the City of St. Anthony's Comprehensive Land Use <br /> Plan is scheduled to be reviewed and updated by December 31, 2008. <br /> Staff received the Systems Statements from the Met Council in September. The Met Council is asking the City <br /> to address key changes in transportation,water resources and parks policy plans ultimately in the Comprehensive <br /> Land Use Plan. Initially, the Met Council offered the City an opportunity to a hearing if there was disagreement <br /> with their assessment of the City's System Statements. These documents were submitted to Jay Hartman, Public <br /> Works Director and Todd Hubmer, City Engineer for their review. Their comments indicated that there were <br /> no additional concerns or issues to be addressed. <br /> The Local Planning Handbook that is referenced in the attached documents can be easily accessed at <br /> www.metrocouncil.org/plug/lph/handbook.httn.
