The following paragraphs contain information on the existing and <br /> planned metropolitan facilities serving your community. <br /> The wastewater flow from the City of St. Anthony is treated at the Metropolitan WWTP <br /> located within St. Paul, MN. There are many projects scheduled for the Metropolitan <br /> WWTP through 2030. These projects will provide additional capacity at the plant as well <br /> as improve its ability to meet required permit standards. <br /> The City of St. Anthony is served by two interceptors 1-MN-302 and 1-RV-430. <br /> Interceptor 1-MN-302 currently has an available capacity of 2.35 mgd to provide for the <br /> long-term needs of the city. Interceptor 1-RV-430 currently has an available capacity of <br /> 0.59 mgd. The Council has no proposed interceptor improvement projects scheduled <br /> through 2030 within the city. The city needs to verify its long-term needs as part of its <br /> comprehensive plan update. If necessary, detailed information regarding metropolitan <br /> facilities is available from the Council's Municipal Services Section by calling the staff at <br /> (651) 602-1005. <br /> Increases in growth rates and resulting increases in flow beyond those shown in Table 1 <br /> may result in short-term capacity limitations within the MDS. <br /> Inflow/Infiltration Reduction Goal <br /> The Council's Water Resources Management Policy Plan states that the Council will <br /> establish UI goals for all communities discharging wastewater to the MDS. Communities <br /> that have excessive UI in their sanitary sewer systems will be required to eliminate the <br /> excessive UI by 2012. The Council will begin the implementation of an M <br /> assistance/surcharge program in 2007. The money collected from the communities with <br /> excessive UI may be used by those communities to remove UI from their systems. The <br /> Council will limit increases in service within those communities that have not met their <br /> UI goal(s) starting in 2013. The Council will meet with the community and discuss this <br /> alternative before it is implemented. This time period may be shorter if excessive UI <br /> jeopardizes the Council's ability to convey wastewater without an overflow occurring. In <br /> this case the Council may limit increases in service within those communities that have <br /> excessive UI immediately upon notification to the community. The Council plans to <br /> implement a wastewater rate demand charge program, starting in 2013, for those <br /> communities that have not met their UI goals.
