The next steps in shaping our future
The Regional Framework, adopted in January 2004,:is the initial"chapter" and unifying theme of the Council's
metropolitan development guide. This document is required by state law to help ensure the orderly and
economical development of the seven-county metro area. The Framework will inform the Council's policy plans
for four vital regional systems:
■ Transportation
■ Airports
■ .Water resources ;including wastewater collection and treatment)
■ Regional parks and open space
The Council intends to complete work on these new policy plans by early 2005. For the first time, the
transportation and airports plans will be incorporated in a single document.
Once the new policy plans are completed and adopted, the Council will.issue"system statements" to local
governments by July 2005, indicating how the regional plans affect each community, Then local communities will
have until July 2008 to prepare or update local comprehensive plans that are consistent with the Framework and
the four policy plans. .
The Council will provide a new Local Planning Handbook to assist local officials in preparing their
comprehensive plans.
The complete, text,of the Framework and additional information about the policy plans are available online at
www.metrocouncil.org. Paper copies may be obtained from the Council's Data Center by calling 651-602-1140
or by e-mail at data.center@metc.state.mn.us.
About the Metropolitan Council
The Metropolitan Council is a 17-member body appointed by the governor.
