She further explained that Mr. Leonard found this location 4 attractive because it is an end cap and they could easily install a drive-through for the 5 convenience of the physically challenged customers and parents with small children. She stated 6 that the Planning Commission had discussed the traffic flow of the proposed drive-through 7 window and it was suggested that to alleviate traffic issues that the proposed drive-through be a 8 one-way. He the He 20 pharmacy noting that the pharmacy hours 21 stated that there is an understanding that the store would be open two hours later than the 22 pharmacy. 23 24 Chair Stromgren closed the public hearing at 7:23 p.m. 25 26 Commissioner Jenson asked that Item 3 be amended to reflect the hours of operation. 27 2g Ms. Moore-Sykes stated that she has made note of the hours of operation and assured the 29 Commission that the conditions would be amended to reflect the hours of operation for the drive- 30 through. 31 32 Chair Stromgren referenced Item 2,which addresses the flow of traffic and asked to include a 33 statement that would direct traffic in a southbound direction to avoid headlight reflection into the 34 neighboring residential areas. 35 36 Motion by Commissioner Jensen, second by Commissioner Hoska, to recommend approval of 37 the Conditional Use Permit for a drive-through window at the Snyder's Drug Store as submitted 38 with amendments to Condition 1 to allow for a minor canopy over the receiving box location; 39 Condition 2, orient the drive-through traffic to a one-way, southbound flow pattern to minimize 40 potential traffic conflicts; Condition 3,hours of drive-through operation would be limited to 9:00 41 a.m. to 9:00 p.m.; and Condition 4, as submitted by staff. 42 43 Chair Stromgren submitted a friendly amendment to insert the requirement of a 4-foot maximum 44 overhang for the canopy. 45
