Planning Commission Meeting Minutes <br /> September 20, 2005 <br /> Page 4 <br /> I Leonard has indicated that the lease at their current location is up soon and since the current site <br /> 2 no longer fits their needs they became interested in the St. Anthony Marketplace unit when they <br /> 3 were told that it was available. She further explained that Mr. Leonard found this location <br /> 4 attractive because it is an end cap and they could easily install a drive-through for the <br /> 5 convenience of the physically challenged customers and parents with small children. She stated <br /> 6 that the Planning Commission had discussed the traffic flow of the proposed drive-through <br /> 7 window and it was suggested that to alleviate traffic issues that the proposed drive-through be a <br /> 8 one-way. She reviewed the proposed conditions with the Commission <br /> 9 <br /> 10 David Leonard, Snyder's Drug Store, Inc.,referenced the no-canopy condition stating that they <br /> 11 had discussed and agreed to a small canopy over the window and explained that the intent is to <br /> 12 protect employees from inclement weather. <br /> 13 <br /> 14 Ms. Moore-Sykes confirmed adding that it was also noted in the minutes. <br /> 15 <br /> 16 Commissioner Jensen clarified that the hours of operation for the drive-through would correlate <br /> 17 to the hours of operation for the pharmacy. <br /> 18 with <br /> 19 Mr. Leonard confirmed that the hours of operation <br /> be hortertan h drive-through egular tore hours. He <br /> the <br /> He <br /> 20 pharmacy noting that the pharmacy hours <br /> 21 stated that there is an understanding that the store would be open two hours later than the <br /> 22 pharmacy. <br /> 23 <br /> 24 Chair Stromgren closed the public hearing at 7:23 p.m. <br /> 25 <br /> 26 Commissioner Jenson asked that Item 3 be amended to reflect the hours of operation. <br /> 27 <br /> 2g Ms. Moore-Sykes stated that she has made note of the hours of operation and assured the <br /> 29 Commission that the conditions would be amended to reflect the hours of operation for the drive- <br /> 30 through. <br /> 31 <br /> 32 Chair Stromgren referenced Item 2,which addresses the flow of traffic and asked to include a <br /> 33 statement that would direct traffic in a southbound direction to avoid headlight reflection into the <br /> 34 neighboring residential areas. <br /> 35 <br /> 36 Motion by Commissioner Jensen, second by Commissioner Hoska, to recommend approval of <br /> 37 the Conditional Use Permit for a drive-through window at the Snyder's Drug Store as submitted <br /> 38 with amendments to Condition 1 to allow for a minor canopy over the receiving box location; <br /> 39 Condition 2, orient the drive-through traffic to a one-way, southbound flow pattern to minimize <br /> 40 potential traffic conflicts; Condition 3,hours of drive-through operation would be limited to 9:00 <br /> 41 a.m. to 9:00 p.m.; and Condition 4, as submitted by staff. <br /> 42 <br /> 43 Chair Stromgren submitted a friendly amendment to insert the requirement of a 4-foot maximum <br /> 44 overhang for the canopy. <br /> 45 <br />
