LOCAL SURFACE WATER MANAGEMENT PLAN ELEMENTS <br /> Watershed management organizations (WMOs) are required to prepare plans to address <br /> watershed management issues (see Minn. Stat. Sec. 103B.201). Local governments are <br /> required to prepare local surface water management plans that are consistent with all <br /> applicable WMO plans (see Minn. Stat. 103B.235). <br /> In addition to the requirements in 103B.235, in 1995 the Metropolitan Land Planning Act <br /> was amended to require that each local community's comprehensive plan include a <br /> surface water management plan. Local surface water plans are to be reviewed by the <br /> Metropolitan Council as part of the local comprehensive planning process prior to <br /> adoption by the WMO. Local surface water management plans are crucial in helping the <br /> region meet the challenge of cost-effective management of water quality and quantity. <br /> Local Surface Water Management Plan Requirements (Minnesota Rules <br /> Chapter 8410) <br /> Minnesota Rules, Chapter 8410, requires the following elements to be discussed in local <br /> surface water management plans: <br /> 1. Purpose of plan <br /> 2. Water resource management related agreements <br /> 3. Executive summary <br /> 4. Land and water resources inventory <br /> 5. Establishment of policies and goals <br /> 6. Assessment of problems <br /> 7. Corrective actions to problems identified in number 6 <br /> 8. Financial considerations <br /> 9. Implementation priorities <br /> 10. Implementation program <br /> 11. Amendment procedures <br /> Council staff looks for information on these elements as part of their review of local <br /> surface water management plans. <br /> Since the rules were adopted in 1992, many changes have taken place in water <br /> management. Therefore, the Council has been promoting additional elements to be <br /> considered in local surface water management plans. <br /> Additional Recommended Plan Elements <br /> 1. Local ordinances to implement the plan such as: <br /> — Erosion and sediment control ordinance <br /> — Stormwater management ordinance <br /> — Wetland protection ordinance <br /> — Buffer ordinance <br /> — Shoreland ordinance <br /> — Floodplain ordinance <br /> — Critical area ordinances where applicable (consistent with Executive Order 79-19) <br />
