Any <br /> owner who voluntarily applies to legalize a unit prior <br /> to issuance of a Notice of Violation shall be subject <br /> to a reduced penalty of$100. This penalty will be <br /> waived if the purchaser of a property with an existing <br /> unauthorized unit applies to legalize the unit within <br /> one year of becoming the owner of the property as re- <br /> flected in King County real estate records.
