She reviewed the topics of discussion with the <br /> 2 Commission noting that topics included active living,what it is and why people should be more <br /> 3 involved. She stated that the current emphasis was on the high price of fuel and conservation <br /> 4 noting that they also discussed the physical benefits of walking and riding a bicycle. She stated <br /> 5 that they discussed creating safe neighborhoods and communities by walking through the <br /> 6 neighborhoods along with gathering for community activities at the local parks. <br /> 7 <br /> 8 10.3 Process to Amend City Ordinance <br /> 9 <br /> 10 Ms. Moore-Sykes stated that there was a request to discuss how ordinances are revised, changed <br /> 11 or added. She explained that in City Code, Chapter Two, Page 2.3 it discusses the process of <br /> 12 how ordinance resolutions and petitions are changed. She briefly reviewed the process with the <br /> 13 Commission stating that normally the process begins when Staff identifies the need for an update <br /> 14 and puts together the revised language; she then submits the proposed changes to the City <br /> 15 Attorney for review and revisions; and from there the proposed changes are either presented to <br /> 16 the Planning Commission for their review and recommendations, or if the proposed changes <br /> 17 come directly from Staff, City Council would have the opportunity to review and make their <br /> 18 recommendations. She stated that a public hearing would then be held. She explained that with <br /> 19 ordinances every revision has to be presented in writing and would receive three readings, which <br /> 20 is basically three public hearings before the City Council, with the exception of re-zoning or <br /> 21 other zoning ordinance amendments, which only require one reading or one public hearing. She <br /> 22 stated that this change was made a few years ago and explained that it makes it easier to pass re- <br /> 23 zoning issues for re-development projects. She stated that once the readings are done and the <br /> 24 changes are published in the City's legal newspaper, which is the Bulletin, it becomes official. <br /> 25 <br /> 26 Chair Stromgren asked if it would be correct that there is no mandated or formal requirement on <br /> 27 the Planning Commission's review process in terms of public hearings because it is only a <br /> 28 recommendation. <br /> 29 <br /> 30 Ms. Moore-Sykes confirmed. <br /> 31 <br /> 32 10.4 Ordinance Updates <br /> 33 <br /> 34 Chair Stromgren referenced Commissioner Jensen's mention of the discussions the Planning <br /> 35 Commission has had with regards to ordinance updates stating the Commission has reviewed a <br /> 36 number of issues that should be updated within the code. He reviewed noting that the issues <br /> 37 include PUD size and requirements; native plantings, lot size and redevelopment requirements. <br /> 38 He stated that the Commission would like this moved forward so that things are updated in a <br /> 39 timely manner. <br /> 40 <br /> 41 Ms. Moore-Sykes stated that the Commission could submit their recommendations and she could <br /> 42 then submit their recommendations to the City Attorney for review. <br /> 43 <br /> 44 Chair Stromgren stated that they do not have many issues to review and would not require a lot <br /> 45 of time.
