• CHAPTER 16 <br /> School districts and counties have similar abatement powers. A city, county, <br /> and school district can agree to abate their taxes on the same property. <br /> Abatements may be used to phase-in property tax increases that are caused <br /> by large increases in market value. <br /> Due to the imposition of levy limits on cities over 2,500 population, tax <br /> abatement may not be a viable program for these cities. <br /> G. Community development block grants <br /> More information is available on The Community Development Block Grant(CDBG)program,under the <br /> the HUD web site. U.S.Department of Housing and Urban Development(HUD),provides <br /> cities with federal funding to initiate and continue a diverse array of housing <br /> and community development projects. <br /> H. Transportation <br /> In addition to the basic authority of cities to construct and maintain streets, <br /> cities may be involved in alternative methods of transportation. For some <br /> cities,public transportation systems are of major importance in the overall <br /> • plan for community development and redevelopment. <br /> 1. Railroads <br /> Minn.stat.ch.398A. The Regional Railroad Authorities Act(RRAA) allows counties and other <br /> local units of government to provide for the improvement and preservation <br /> of local rail service. One or more municipalities may form a regional <br /> railroad authority. Before a city may organize an authority,however, it must <br /> ask the county to organize an authority. If the county or counties do not <br /> organize an authority within 90 days after receiving the request,the city or <br /> cities may organize under a resolution they adopt after a public hearing. <br /> Cities may also loan or donate money; dedicate, sell or lease city property to <br /> an authority, and provide public improvements to authority property. The <br /> commissioner of the Department of Transportation has the power to pay a <br /> portion of a regional railroad authority's cost of acquiring a rail line. <br /> 2. Airports <br /> Minn.stat.§360.032.
