City of Duluth <br /> Parks & Recreation Department <br /> Tobacco-Free Zones in Parks Policy <br /> WHEREAS, the City of Duluth's Parks and Recreation Department believes that <br /> tobacco use in the proximity of young children and adults that are engaged in <br /> playground activities or watching youth sports in City parks is detrimental to their <br /> health and can be offensive to those individuals using our facilities, and the <br /> Department believes that our youngest citizens who enjoy our playgrounds and <br /> playfields should be able to benefit from a tobacco-free zone in the park while they <br /> are playing. <br /> AND WHEREAS, the Parks and Recreation Department has a unique opportunity to <br /> create and sustain an environment that supports a more healthful, non-tobacco <br /> norm through tobacco-free zones in our parks, park policy, rule enforcement, and <br /> adult/peer role modeling. <br /> AND WHEREAS,cigarettes, once consumed in public places,are often discarded on the <br /> ground becoming a hazard, diminishing the beauty of the City's facilities, <br /> requiring additional maintenance expenses, and posing a risk to young children <br /> due to ingestion and burns. <br /> AND WHEREAS,the City of Duluth's Parks and Recreation Department determines that <br /> the prohibition of tobacco use in certain zones within parks will serve to protect <br /> the health, safety, and welfare of the citizens and residents of our City. <br /> Section I: Prohibited Areas <br /> It is requested that tobacco use is not allowed at any time within the zones that <br /> are posted at City tot-lot locations, beaches, ski hills, the Zoo, and the Rose <br /> Garden. <br /> It is requested that tobacco use is not allowed in signed zones during youth <br /> activities (at play fields, multi-use courts, hockey rinks, and baseball and softball <br />
