CONCEPT REVIEW <br /> 6 <br /> 7 8.1 Dominium's Request for Conditional Use Permit for Beaujy Beau . Salon <br /> 8 <br /> 9 Ms. Moore-Sykes stated that on January 23, 2006, Staff received an application for a Conditional <br /> 10 Use Permit from Ms. Tonya Schelitzche, Dominium,Inc. for the Active Seniors Community of <br /> 11 The Landings at Silver Lake Village. She explained that Ms. Schelitzche indicated in her letter <br /> 12 that The Landings would like to include a beauty salon as a personal service for their residents <br /> 13 only. She stated it appears,upon reviewing the application and fee, that everything appears to be <br /> 14 in order. She explained that because the application was complete and included the fee the City <br /> 15 is compelled to abide by the 60-Day Rule, which requires a jurisdiction to take action on a zoning <br /> 16 application within 60-days. She stated that Staff sent a letter advising that the City would require <br /> 17 an extension of five days in order to complete the review process and to take action on their <br /> 18 request. <br /> 19 <br /> 20 Chair Stromgren noted that while this is a PUD,based on the summary and report, under section <br /> 21 1630 of the code for R4 districts beauty shops are allowed with two conditions and noted that it <br /> 22 appears that Dominium is in compliance with both conditions. <br /> 23 <br /> 24 Commissioner Young asked if some form of monitoring or controls should be put in place to <br /> 25 ensure that the salon serves only the residents. <br /> 26 <br /> 27 Chair Stromgren explained that outside advertising is not allowed, which is one of the ways it is <br /> 28 controlled. <br /> 29 <br /> 30 Ms Moore-Sykes agreed stating that it is a fairly small space noting that many of the senior <br /> 31 campuses provide this type of service to the residents. <br /> 32 <br /> 33 8.2 Conditional Use Permit for Telecommunications Antenna—St. Anthony Shopping <br /> 34 Center; Christopher Coughlin, IBR Realty <br /> 35 <br /> 36 Ms. Moore-Sykes stated that Mr. Christopher Coughlin, IBR Realty, contacted Staff to discuss <br /> 37 the City's ordinance regarding telecommunications tower antennas in a commercial zone district. <br /> 38 She stated that Mr. Coughlin advised Staff that he was working with the St. Anthony Shopping <br /> 39 Center to place an antenna on the backside of the Shopping Center building and assured Staff <br /> 40 that the antenna would be screened and out of view. She stated that Mr. Coughlin has not <br /> 41 provided any further information for this concept review adding that Staff is not sure at this time <br /> 42 as to whether this request is ready to move forward. She explained that in order to be placed on <br /> 43 the March Agenda the application should have been received today and nothing has been <br /> 44 received at this point in time. <br /> 45 <br />
