T <br /> Sec.9-040. General Provisions Applicable to All Districts. ' <br /> (1) The following signs are not permitted: <br /> A. Projecting signs. <br /> B. Above-roof signs. <br /> C. Moving signs. <br /> D. Flashing signs or lights,except electronic readerboard signs, which shall be permitted. <br /> E. Manual changeable copy signs. <br /> F. Portable signs. <br /> (2) The following signs are excluded from the requirements of this Chapter: <br /> A. Parade floats, sound trucks, or other moving advertising media while operated on a public <br /> street or roadway. <br /> B. Contractors' vans or trailers parked at construction sites during actual construction,provided <br /> the primary use of the vehicles is for storage or office and that the advertising matter pertains <br /> only to the contractors. <br /> C. Architectural details of buildings including corner-stones,crosses, or other identifying details <br /> that are part of the buildings. <br /> D. Owner's name or other advertising on service or delivery vehicles. <br /> E. Signs affixed to bus stop benches. Such signs shall not exceed ten square feet in area. <br /> F. Any signs for the promotion of a civic celebration. Such signs shall be permitted by <br /> permission of the City Council so long as they do not cause a threat to safety. Such signs must be <br /> established by the committee in charge of the civic celebration and permits obtained, except no <br /> fee will be charged. <br /> G. Official traffic signs and signals. <br /> (3) The following signs are subject only to section 9-040(5) and do not require permits: <br /> A. Nameplate signs not exceeding one square foot in area, indicating the name and/or address of <br /> the occupant.House and building numbers shall not exceed twelve inches in height. <br /> B. Governmentally authorized historical markers. <br /> C. Official governmental information signs. <br /> D. Interior signs and building directories not readily visible from a public right-of-way. <br /> E. Nameplates or identification signs under one square foot in area bearing the name and/or <br /> address of the occupant. <br /> F. Small signs not exceeding four square feet in area containing no advertising and displayed for <br /> convenience of the public to identify restrooms and freight and service doors. Entrance and exit <br /> signs may contain the name of the business and proper directional information(e.g. enter or exit) <br /> and shall not exceed four square feet in area. <br /> Z9-4 <br />
