STAFF REPORT <br /> To: Planning Commission Report No.: VII.1 <br /> From: Kim Moore-Sykes,Assistant City Manager <br /> Date: November 21, 2006 <br /> Subject: 2008 Comprehensive Land Use Plan Update <br /> Requested Action: Public Hearing on 2008 Comprehensive Land Use Plan <br /> Update for Submittal to the Adjacent Communities, Other <br /> Governmental Agencies and the Metropolitan Council <br /> Date Application Received: N/A <br /> Property Address: N/A <br /> Zoning District: N/A <br /> 60-Day Expires: N/A <br /> Waiver Letter Required: Yes Date Sent; X No <br /> Background: In 1979, the City completed its first Comprehensive Land Use Plan and used it in <br /> planning its development for twenty years. During the 1990s, the Minnesota State Legislature <br /> passed legislation that required municipalities to do or redo their Comp Plans,with updates to be <br /> done every ten years. The City of St. Anthony completed its updated comp plan in 1998. In 2006, <br /> the City began planning for the Comprehensive Plan Update it would be required to complete by <br /> 2008. William Weber,A.I.C.P.,McCombs Frank Roos and Associates was selected through an RFP <br /> process to facilitate and complete the update project. Staff also advertised for task force members <br /> and initially received twelve letters of interest from residents of the community. Also included as <br /> members on the task force were Councilmembers Randy Stille and Brian Thuesen; Chair of the <br /> Planning Commission,Joel Stromgren and Vice Chair Todd Hanson; ISD 281 Superintendent Rod <br /> Thompson;Steve Hobbs, Rice Creek Watershed District and Dan Kalmon,Middle Mississippi <br /> Watershed Management Organization. <br /> The Task Force first met in May and continued meeting throughout the summer,reviewing land use <br /> and development issues within the City,working with Mr. Weber to complete Comp Plan Update. <br /> On November 8, the City held an open house,which provided the community an opportunity to <br /> review the proposed draft of Comp Plan Update. <br /> The Public Hearing is a formal review of the draft by the public, the Planning Commission and the <br /> City Council in preparation of submitting it to the surrounding cities, the school district, the <br /> watershed organizations and counties fox review and comment. These agencies have up to six <br /> months for this review and once that review period has expired, then the City is required to submit <br /> the draft Update with comments to the Metropolitan Council for its 120-day review period. <br /> Mr. Weber will be presenting a PowerPoint presentation on the Comp Plan. <br /> 112106 PH On 2008 Comp Plan.doc <br />
