DRAFT <br /> Ordinance Amendment <br /> Section 1335 —HOUSING MAINTENANCE AND OCCUPANCY <br /> 1335.01 Purpose. The purpose of this Section 1335 to protect the public health, safety, and <br /> general welfare. These general objectives include, among others, the following: <br /> (a) Protect the character and stability of residential areas'within the City. <br /> (b) Correct and prevent housing conditions likely to adversely affect the well-being <br /> of persons occupying dwellings within the City. <br /> (c) Provide minimum standards for cooling, heating, sanitary equipment, light and <br /> ventilation. <br /> (d) Prevent the overcrowding, slums and blight, and preserve the value of land and <br /> buildings. <br /> It is not the intention of the City to intrude upon the contractual relationship between tenant and <br /> landlord, to intervene as an advocate of either party, to act as an arbiter, or to deal with <br /> complaints covered by this Section 1335. <br /> 1335.02 Applicability. Every building and its premises used in whole or in part as a home or <br /> residence or as a residential accessory structure. If a provision of this Section is in conflict with <br /> state codes, the state codes will govern. . <br /> 1335.025 Adoption ofProperty Maintenance Code The International Property Maintenance <br /> Code, 2006 edition, as published by the International Code Council, is adopted by reference in <br /> its entirety, except as modified or amended in this Section. Nothing in this section or the <br /> International Property Maintenance Code shall be construed to cancel, modify, or set aside any <br /> other provision of the City Code. <br /> 1335.03 Definitions. The following terms will have the following meanings in this Section <br /> 1335. <br /> Subd. 1. Accessory Structure. A structure subordinate to a principal dwelling not <br /> authorized to be used for living or sleeping by human occupants. <br /> Subd. 2. Apartment Building. A structure designed to accommodate three or more <br /> dwelling units. <br /> Subd. 3. !Q �Enforcement Official. The City Manager and designated agents <br /> authorized to administer and enforce this Section 1335. <br /> Subd. 4. Composting.
