b. Easements. Location and width of proposed drainage and utility easements. <br /> c. Drainage. Typical cross-sections of proposed improvements upon streets and alleys;proposed <br /> storm water runoff,showing drainage from adjacent areas that contribute storm water runoff to <br /> the proposed plat. <br /> d. Lots. Lot numbers, dimensions,and area in square feet. <br /> e. Public Use Areas.Areas other than streets,alleys,sidewalks and utility easements intended to be <br /> dedicated to or reserved for public use. <br /> Concept Review: The applicant will be required to present his/her proposal at a concept review during a regularly <br /> scheduled Planning Commission meeting. The concept review is to occur at least one (1)month prior to the scheduled <br /> public hearing. This review meeting can be scheduled through the Assistant City Manager. <br /> Public Hearing: The Public Hearing will be held by the Planning Commission within 60 days after receipt of the <br /> completed required applications and preliminary plat. Notice of the Public Hearing will be given in accordance with <br /> Chapter 1,Section 115 of the City Code. Once the Public Hearing is concluded,the Planning Commission will then <br /> make a recommendation to the City Council on the proposed changes. The City Council will have this matter before <br /> them at their next regularly scheduled meeting after the Planning Commission meeting at which the Public Hearing <br /> was held. <br /> All requested documents,including full payment of the fee must submitted to the Assistant City Manager no later <br /> than 30 days prior to the desired date of the Public Hearing. If any of the requested documents are not submitted by <br /> the deadline date,you will not be placed on the agenda for that month and the application will be considered <br /> incomplete. The 60-day timeline will not commence until all required,complete documentation and fees are received <br /> by Staff. <br /> Fee: This fee covers the cost of the publication notice for the Public Hearing and Administration's processing of the <br /> submitted application. Chapter 6, Subsection 615.07 <br /> Council Action: A Conditional Use Permit may be granted only by a four-fifths vote of all members of the Council <br /> after determining the following: <br /> 1. The use is one of the Conditional Uses specifically listed for the zoning district in which the property is <br /> located. <br /> 2. The Council has specified all conditions,which the Council deems necessary to make the use compatible <br /> with other uses in the area. <br /> 3. The use will not be detrimental to the health,safety,or general welfare of persons residing or working in <br /> the vicinity or to the values of property in the vicinity. <br /> 4. The use will provide a service or a facility,which is in the interest of public convenience and will <br /> contribute to the general welfare. <br /> Final Plat: If the City Council approves the preliminary plat,the final plat may then be submitted for Council <br /> consideration. The City Council will not approve a final plat until the following requirements have been met. <br /> 1. The City Council has received a recommendation from the Public Works Director based on <br /> his/her review of the preliminary plat. <br /> 2. The City Attorney has reported that the proposed improvements of the preliminary plat and <br /> the necessary documents and agreements as required by the City Code have been met. <br /> 3. A certification from the City Clerk that all the fees associated with the subdivision process have been <br /> paid,including those fees from the Public Works Director,City Engineer and City Attorney. <br /> There have been occasions were the final plat has been approved immediately after the approval of the submitted <br /> preliminary plat.
