COMMUNICATION WITH CITY COUNCIL <br /> 5 <br /> 6 Chair Stromgren stated Commissioner Crone will attend the July 22, 2008 City Council meeting <br /> 7 to report on the Twin Cities Christian Assembly public hearing. <br /> 8 <br /> 9 VII. PUBLIC HEARINGS <br /> 10 <br /> 11 VII.1. CHU—NORTHGATE, TWIN CITIES CHRISTIAN ASSEMBLY <br /> 12 <br /> 13 Chair Stromgren opened the public hearing at 7:06 p.m. <br /> 14 <br /> 15 Assistant City Manager Moore-Sykes stated this is a conditional use permit for the property <br /> 16 located at 2500 U.S. Highway 88,Northgate Business Center. The application was received on <br /> 17 June 19, 2008; the 60-day expiration date is August 20, 2008. <br /> 18 <br /> 19 Assistant City Manager Moore-Sykes stated Mr. Julius Chu,Twin Cities Christian Assembly <br /> 20 (TCCA), contacted staff when he was advised by the Fire Department that he needed to contact <br /> 21 City staff before they would sign off on Mr. Chu's request for an occupancy permit. He was told <br /> 22 that the TCCA may not be in compliance with the City's Zoning Ordinance as it is not a use <br /> 23 listed as a permitted use in the commercial zoning district. Upon contacting City staff, Mr. Chu <br /> 24 was advised that locating TCCA in the Northgate Business Center requires a conditional use <br /> 25 permitted use (1635.03) (c). Mr. Chu was also informed about the application and public hearing <br /> 26 processes. He attended a concept review at the June 17, 2008 Planning Commission meeting to <br /> 27 present information on the TCCA organization and to discuss the need for a conditional use <br /> 28 permit. Assistant City Manager Moore-Sykes provided an overview of the criteria review and <br /> 29 analysis as outlined in the staff report. She advised in addition to the criteria, the Planning <br /> 30 Commission also discussed with Mr. Chu the TCCA's parking requirements and if the Northgate <br /> 31 site offered sufficient parking. Mr. Chu had responded that the Assembly's main hours of <br /> 32 operation are Wednesday and Friday evenings and Sunday from 10:00 a.m. to 1:00 p.m. These <br /> 33 times are off times for the other businesses and organizations located at Northgate Business <br /> 34 Center. Mr. Chu added that while he estimates that there are between 50—60 parking spaces <br /> 35 available, the TCCA group uses about 20 parking spaces and there are no plans to expand the <br /> 36 church. <br /> 37 <br /> 38 Assistant City Manager Moore-Sykes stated staff has received no phone calls regarding this <br /> 39 group's proposed use of the property. The Police Department has advised the Planning Staff that <br /> 40 they have not received any complaint calls regarding the TCCA. <br /> 41 <br /> 42 Mr. Chu, applicant, addressed the Planning Commission and stated Twin Cities Christian <br /> 43 Assembly is very grateful to be here again about the use of their church to serve the community. <br /> 44 They like the City of St. Anthony. It is a nice peaceful community. Mr. Chu presented an aerial <br /> 45 photograph of the proposed site plan. He stated the current location has 2,000 square feet that can <br /> 46 be used. If they need some extra space in the future he believes there are some rooms available. <br />
