Planning Commission Regular Meeting Minutes <br /> March 17, 2009 <br /> Page 5 <br /> 1 Commissioner Jenson stated his support of an ordinance amendment as the appropriate method <br /> 2 to proceed. He noted this would bring the City's fields more in line with other successful <br /> 3 communities that maintain their fields and have advertising signage with a standard that must be <br /> 4 met. <br /> 5 <br /> 6 Commissioner Chaput asked if the signs would be fixed on top of the ivy as the ivy matures. Mr. <br /> 7 Brever explained that the signs would be fixed to the chain link fence in some way with the ivy <br /> 8 around them. <br /> 9 <br /> 10 VIII.2. PROPOSAL FOR CUP TO ALLOW DAYCARE AT 3055 OLD US HIGHWAY 8 <br /> 11 <br /> 12 Assistant City Manager Moore-Sykes stated staff received a phone call inquiring about the <br /> 13 possibility of applying for a conditional use permit for a daycare center at 3055 Old US Highway <br /> 14 8. A representative of the family proposing the daycare is present tonight and will provide <br /> 15 information to the Commission. <br /> 16 <br /> 17 A representative from the school's owner provided an overview of the proposed daycare center <br /> 18 at 3055 Old US Highway 8 and answered questions of the Commission in St. Anthony. In <br /> 19 response to questions of the Commission he stated that he does not currently operate a daycare <br /> 20 center. They have submitted an application to the State for a license,which is currently in <br /> 21 process. The space that would be used in the building for the daycare center is 3,500 square feet <br /> 22 with four classrooms, two bathrooms and a hallway. Drop off would be at the main door. There <br /> 23 is 400 to 500 square feet behind the building for an outdoor recreation area that would be fenced <br /> 24 in. <br /> 25 <br /> 26 Assistant City Manager Moore-Sykes indicated that an application has not been submitted to the <br /> 27 City yet. The interested party has received a copy of the application. She advised the owner to <br /> 28 come to the concept review to answer questions and receive suggestions from the Planning <br /> 29 Commission. If the owner decides to move ahead the application it will likely be submitted next <br /> 30 week. <br /> 31 <br /> 32 Chair Stromgren indicated that the Commission will need to see where the fence would sit <br /> 33 relative to the property line and that it meets setback requirements.He suggested the owner meet <br /> 34 with Assistant City Manager Moore-Sykes to provide the required information for the <br /> 35 conditional use permit request. <br /> 36 <br /> 37 IX. ACCEPT RESIGNATION OF KIM GOODWIN <br /> 40 <br /> 41 Chair Stromgren noted the letter of resignation submitted by Commissioner Kim Goodwin. <br /> 42 <br /> 43 Motion by Commissioner Heinis, seconded by Commissioner Jenson, to recommend the <br /> 44 acceptance of the letter of resignation from Commissioner Kim Goodwin. <br /> 45 <br />
