STAFF REPORT <br /> To: Planning Commission Report No.: D(.1. <br /> From: Kim Moore-Sykes, Assistant City Manager OAI-?Date: May 19,2009 <br /> Subject: Formal Approval of the City's 2008 Comprehensive Plan Update <br /> Requested Action: Recommendation for Formal Approval of the City's 2008 <br /> Comprehensive Plan Update <br /> Date Application Received: N/A <br /> Property Address: N/A <br /> Zoning District: N/A <br /> 60-Day Expires: N/A <br /> Waiver Letter Required: Yes N/A Date Sent: No <br /> Future Action: Approval by Resolution of the 2008 Comprehensive Land Use Update <br /> by City Council. <br /> Background: In Minnesota, authority for land use planning and regulation has been traditionally placed <br /> with local governments,i.e.,cities, townships or counties. In 1976, the state legislature passed a law,The <br /> Metropolitan Land Planning Act that required local governments in the seven-county metro-area to <br /> develop local comprehensive land use plans. The Act has been amended several times since 1976 but still <br /> requires local government to update maps and data showing current and future land use; development <br /> plan for communities planning to expand their urban service area;a housing plan; a surface water <br /> management plan;plans for public facilities and infrastructure,i.e. transportation,sewers, and parks;and <br /> other elements that are pertinent to that municipality. A jurisdictions local comprehensive land use plan is <br /> required to be reviewed and updated every ten years. St. Anthony's Comprehensive Plan was last updated <br /> in 1998. <br /> St. Anthony City staff began working with an ad hoc task force comprised of interested residents,Bill <br /> Weber, a planner with McCombs, Frank Roos & Assoc. and the City Engineer in 2006 on updating the City's <br /> Comprehensive Land Use Plan Update. Once all the changes and improvements were noted and compiled <br /> into a preliminary document, the City submitted its draft comprehensive land use plan update to the <br /> surrounding communities, Hennepin and Ramsey counties,and other interested governmental and quasi- <br /> governmental agencies for their review and comment. Once the comments period had expired,any <br /> comments that Staff received were submitted to Mr. Weber for inclusion in the Comp Plan Update. Council <br /> was then asked to approve by resolution the submission of the preliminary Comp Plan to the Met Council <br /> for its review. Staff received several comments from the Met Council which were incorporated into the <br /> Plan Update and resubmitted to the Met Council. <br /> 05192009 Formal Comp Plan Approval.doc <br />
