J <br /> Planning Commission Regular Meeting Minutes <br /> April 21, 2009 <br /> Page 3 <br /> 1 Commissioner Jensen noted the previous Commission meeting included a discussion about the <br /> 2 signs being of a temporary nature, and that the requested text amendment states that the signs <br /> 3 must be of a temporary nature to facilitate seasonal removal. He inquired about including an <br /> 4 additional description in the conditions to propose the duration for the signs to be taken down. <br /> 5 Mr. Brever replied that it has been suggested that the signs be of a non-permanent nature. The <br /> 6 conditional use permit would be specific on the dates. <br /> 7 <br /> 8 Chair Stromgren noted as proposed the text amendment would require a conditional use permit, <br /> 9 so there would be a specific application for the sign installation being proposed that would come <br /> 10 before the Planning Commission and the City Council. <br /> 11 <br /> 12 Commissioner Heinis noted there is a discrepancy in the ordinance amendment proposed by the <br /> 13 school district limiting the size of individual signs to be no larger than 60 square feet, while the <br /> 14 draft amendment included in the Commission's packet states a limit of 24 square feet. Mr. <br /> 15 Brever indicated that SABA would prefer the larger limit with the conditional use permit <br /> 16 narrowing down specific sign requests to the appropriate size. <br /> 17 <br /> 18 Commissioner Jensen noted that a 60 square foot sign limitation would allow vinyl banner type <br /> 19 of signage. <br /> 20 <br /> 21 Mr. Ron Hanson addressed the Planning Commission and stated he has been a resident of St. <br /> 22 Anthony Village for 40 years. He is not against baseball or sports. He is the past sports booster <br /> 23 president and served on the Planning Commission for nine years. He is a member of the <br /> 24 American Legion Executive Board,which has donated tens of thousands of dollars to the school <br /> 25 district. He stated he is in favor of sports and youth activities. What he is opposed to is <br /> 26 commercialization of the City's parks. They have a unique situation in St. Anthony in that the <br /> 27 school district abuts the largest park in St. Anthony. <br /> 28 <br /> 29 Mr. Hanson stated the following concerns regarding the requested sign ordinance amendment: <br /> 30 Every sign that would be posted on the field would be visible from every resident that <br /> 31 attends this park unless they are standing behind the pavilion. <br /> 32 Over the past two to three years they created a brand new sign ordinance for the City and <br /> 33 were very careful to make sure that the people in the City were not overrun by improper <br /> 34 signage. <br /> 35 ° Big box signage at the park. There is enough commercialization in the City as it is; it <br /> 36 does not belong in the park,which is the last place there should be signs. <br /> 37 o The school district should be embarrassed to bring this before the City after the recent <br /> 38 referendum that was passed. <br /> 39 C Allowing those that pay to have a sign posted that does not adhere to the ordinance. <br /> 40 ° The total fence area is 6,853 square feet. This would fit 114 signs under the 60 square <br /> 41 foot limit. If they were to eliminate all the other fences other than the outfield fence they <br /> 42 will be down to 4,200 square feet,which would allow 70 of these signs. The 24 square <br /> 43 foot limit would still allow 16 to 18 signs. <br /> 44 <br /> 45 Mr. Hanson stated he is asking that the Planning Commission vote no on this sign amendment. <br /> 46 <br />
