STAFF REPORT <br /> To: Planning Commission Report No.: VIII.1 <br /> From: Kim Moore-Sykes,Assistant City Manager <br /> Date: June 16,2009 <br /> Subject: CUP Proposal for Electronic Signs for SAMS/SAHS and Wilshire Elementary School <br /> Requested Action: Concept Review for CUP Request for Electronic Signs <br /> Date Application Received: N/A <br /> Property Address: 3303 - 33,d Avenue NE and 3600 Highcrest Road <br /> Zoning District: Recreational/Open Space <br /> 60-Day Expires: No Application Received <br /> Waiver Letter Required: Yes Date Sent: No <br /> Future Action: Public Hearing on submitted CUP application at a Planning Corniwsion <br /> meeting. <br /> Background: Linn Bjomrud, Wold Architects and Engineers,contacted Staff to ask about the process for <br /> obtaining a Conditional Use Permit (CUP). He advised that his firm had been hired by the ISD 282 to <br /> design and install electronic signs at the St. Anthony Middle School /High School property on 33rd Avenue <br /> NE and at Wilshire Park Elementary located at the corner of Highcrest Road and 37th Avenue NE. Staff <br /> advised Mr. Bjornrud of the process and the City's sign ordinance regarding electronic signs (155.29 <br /> DISTRICT SCHEDULES, (D),electronic signs are permitted with an approved CUP;flashing and animation <br /> are prohibited; (2)(a) and hours of operation restrictions (2)(b) ). Mr. Bjornrud indicated that originally, <br /> animation had been planned as part of the software program the school district was interested in using for <br /> the electronic signs. The School District have since reconsidered and removed the animation from the plan. <br /> Mr. Bjornrud initially attended a concept review at the April 21st Planning Commission meeting to discuss <br /> the School District's initial proposal. Since that meeting,the School District has reconsidered their initial <br /> electronic sign proposal to add an additional electronic sign for Wilshire Park Elementary School.
