That the requested conditional use permit will not be detrimental to health, safety or general welfare of persons residing or worldng in the vicinity or injurious to property values of improvements in the area. The School District plans to replace the two (2) existing ground signs at the St. Anthony Middle School and the St. Anthony High School with one electronic sign. Mr. Bjornrud has indicated that the School District will adhere to City requirements regarding hours of operation of the sign. The City Code states that in no event shall the sign be permitted to be operated between the hours of 10:00 p.m. and 6:00 a.m., 155.29(D)(2)(b). Mr. Bjornrud stated that the School District will not include flashing or animation as part of the software program to be used for the proposed electronic sign so as to be in conformance with the City Code, 155.29(D)(2)(a). 3. The requested Conditional Use Permit is considered necessary or desirable at the subject location to provide a service or a facility which is in the interest of public convenience and will contribute to the general welfare of the neighborhood or community. The School District states that it is the intent of this proposed electronic to communicate school district information and events that will be of interest to the community (155.29(D)(2)(0). Communications: Staff has received no phone calls regarding the proposed electronic sign for this school location. One resident who lives across the street from the Middle School/High School voiced concerns about the possible flashing, animation or brightness issues that might be associated with the proposed electronic sign. Staff also received a call from a resident who voiced objections about the public notification process for the electronic signs for both locations,Wilshire Park Elementary and the Middle School/High School. While he is not neighboring either school, he was concerned that the community would find the information confusing and difficult to find. Action: Recommendation to the City Council for approval or denial of the Conditional Use Permit submitted by the School District 282 for an electronic sign at 3300-33rd Avenue NE.
