STAFF REPORT <br /> Report No.: VIII. 1. <br /> To: Chair Stromgren and Planning Commission Members <br /> From: Kim Moore-Sykes,Assistant City Manager OAU2 <br /> Date: August 18, 2009 <br /> Subject: Autumn Woods Assisted Living Facility <br /> Prope1y Address and Legal: 2580 Kenzie Terrace <br /> Zoning District: PUD - R-4;PUD Amendment in 2003 <br /> Requested Action: Concept Review <br /> Background: <br /> Mr. Greg Bronk and the LaNel Group are proposing to construct 50 urates of assisted living units at 2580 <br /> Kenzie Terrace. It is hoped that construction could begin late 2009. Mr. Bronk and Ms. Caitlin Goff have met <br /> several times with City Staff to discuss the project and the implied zoning and land use requirements. <br /> The building is planned to be four stories in height with the end caps being three stories. The general shape of <br /> the building will be L-shaped, with the long portion being parallel to Kenzie Terrace. There is planned to be a <br /> drop-off at the front door, as well as visitor and staff parking. Additional parking is planned as follows: 14 <br /> surface spaces will be reserved mainly for visitors and some staff; 38 spaces will be planned for the lower level of <br /> the building. In total, these spaces provide approximately 1 car per unit. <br /> Unit sizes will be about 600 SF for one bedrooms and 750 SF to 800 SF for two bedroom units. Common areas <br /> willinclude a community dinning area with a full-service kitchen. Other services that will be housed in the <br /> building include: mail area, exercise/craft rooms,library, screen porch, beauty parlor, and a chapel. There will <br /> also be office space planned for two Assisted Living nurses, LPNs, and nurse-aids. <br /> The proposed exterior will consist of materials and finishes that will be consistent with the neighborhood and <br /> adjoining multi-family facilities. At this time, no specific design has been determined but LaNel continues to <br /> discuss possible design standards with Staff. An on-site rain garden is being planned as part of the proposed <br /> landscaping,which tries to maximize the green space of the site. <br /> Mr. Bronk and Ms. Goff held a neighborhood meeting on August 6, 2009 at the City Hall. As reported, property <br /> owners adjacent to the proposed project,including those residents of Minneapolis, were noticed of the <br /> neighborhood meeting and were invited to attend. Nine residents attended the meeting.
