Planning Commission Regular Meeting Minutes <br /> December 15, 2009 <br /> Page 2 <br /> 1 <br /> 2 Assistant City Manager Moore-Sykes presented the staff report on the Conditional Use Permit <br /> 3 (CUP) request for Clearwire Communications, LLC. Mr. Rob Viera, Buell Consulting, Agent for <br /> 4 Clearwire Communications, LLC, contacted staff about the process for obtaining a CUP to allow <br /> 5 for the placement of high-speed wireless Internet antennas on the roof of the Silver Lake Plaza <br /> 6 building(formerly the Apache Medical building) located at 4001 Stinson Boulevard. If <br /> 7 successful in obtaining a CUP from the City of St. Anthony, this location will be part of a multi- <br /> 8 year network build-out plan. Clearwire is currently working to acquire sites throughout the <br /> 9 Minneapolis/St. Paul area. In addition to this site, Mr. Viera is also working with the City to <br /> 10 obtain administrative approval for an antenna co-location on the City's water tower. Assistant <br /> pp Y <br /> 11 City Manager Moore-Sykes stated that the Planning Commission has been provided with the <br /> 12 Clearwire antenna installation plans for review. <br /> 13 <br /> 14 Mr. Rob Viera, Buell Consulting representing Clearwire Communications, LLC, addressed the <br /> 15 Planning Commission and provided information on the CUP request outlined above. Mr. Viera <br /> 16 provided an overview of the installation plans and presented photo simulations of the proposed <br /> 17 antenna placement. Mr. Viera answered questions of the Planning Commission on the CUP <br /> 18 request. He stated the panel antennas are approximately four feet tall by one foot wide. Further <br /> 19 information will be provided in relation to the DAP at the public hearing in January. A base unit <br /> 20 that is approximately 4 %2 feet by 2 Meet will be located on the rooftop. Mr. Viera stated the <br /> 21 range of coverage is approximately '/z to 2/3 of a mile. Clearwire has just started acquiring sites <br /> 22 in the Twin Cities area a few months ago. He stated installations will begin in 2010 and FCC <br /> g � <br /> 23 regulations are adhered to. There is not adequate space to locate the Clearwire antennas at the T- <br /> 24 Mobile and Sprint tower location at 4001 Stinson Blvd. Mr. Viera explained that there is <br /> 25 virtually no radiation at the ground level; however the engineer will be present at the public <br /> 26 hearing to answer additional technical questions concerning radiation in relation to the building <br /> 27 being occupied. <br /> 28 <br /> 29 Chair Jensen noted if the dimensions at the time of installation were to go outside of the range <br /> 30 included in the submitted work drawings an amendment to the CUP would be required. Mr. <br /> 31 Viera indicated if the dimensions were to change the construction drawings could be amended <br /> 32 prior to pulling the building permits. <br /> 33 <br /> 34 Mr. Viera indicated that the target audience of Clearwire will be anyone that utilizes the Internet, <br /> 35 including businesses and individual consumers. The Internet service will be sold as a Clearwire <br /> 36 product. It was noted that this will be a Wi-Max system, which is made for a larger geographical <br /> 37 area than Wi-Fi. <br /> 38 <br /> 39 Chair Jensen requested Mr. Viera to contact staff with any additional graphics. He noted the <br /> 40 request of the Commission that the applicant provide an engineering summary of the radiation <br /> 41 impact at the public hearing on the CUP request. <br /> 42 <br /> 43 IX.
