Planning Commission Regular Meeting Minutes <br /> August 17, 2010 <br /> Page 5 <br /> 1 reported that the Commission has also been provided with an informational item included in the <br /> 2 League of Minnesota Cities magazine on zoning for religion. <br /> 3 <br /> 4 XI. COMMUNITY FORUM. <br /> 5 <br /> 6 None. <br /> 7 <br /> 8 XII. INFORMATION AND ANNOUNCEMENTS. <br /> 9 <br /> 10 Chair Jensen clarified with Assistant City Manager Moore-Sykes that the potential rezoning to <br /> 11 R-4 with the redevelopment proposal discussed tonight would be suitable if an apartment or for- <br /> 12 ownership situation. He requested a future agenda include a discussion on the topic of planned <br /> 13 developments and whether a smaller minimum size for planned developments would be a benefit <br /> 14 to the City,possibly with outside consultants present. He stated there is a need to examine the <br /> 15 minimum size for planned developments. He pointed out that a variance would be necessary for <br /> 16 the property discussed tonight to have a portion of the structure over three stories, and that it <br /> 17 would not be reasonable to presume that the variance could be granted due to the resulting <br /> 18 economic gain. However, if a planned development were available through a zoning review and <br /> 19 guide plan amendment there may be a better way to design the redevelopment economically and <br /> 20 structurally. Chair Jensen requested that the topic be put forward a bit more urgently in order to <br /> 21 get ahead of the next development cycle. He noted there are not planning dollars available in the <br /> 22 budget for an elaborate study. <br /> 23 <br /> 24 Assistant City Manager Moore-Sykes stated staff will check with other communities regarding <br /> 25 their planned unit development sizes and proceed from there. <br /> 26 <br /> 27 Chair Jensen suggested a canvassing of the City to determine a listing of properties in the City <br /> 28 that are empty and unoccupied, and buildings at the end of their use. He noted last year there <br /> 29 was a proposal for a project in the industrial zone to the north of 390' Avenue, north of the public <br /> 30 works site. He commented there are likely approximately 15 parcels in the City with some <br /> 31 potential at the next development cycle. He asked whether there have been individuals inquiring <br /> 32 about expansion of their properties, decks,or front porches. Assistant City Manager Moore- <br /> 33 Sykes replied there have not been individuals that have come in to ask specifically about this. <br /> 34 Staff did receive a call from an individual that would like to tear down and rebuild inquiring <br /> 35 about the front yard setback <br /> 36 <br /> 37 Chair Jensen requested staff to contact individuals and designers that have had contact with the <br /> 38 City regarding this topic about what the potential may have been in regards to remodeling. He <br /> 39 requested that two to three items on the subject of planned developments be included on the <br /> 40 October meeting agenda. <br /> 41 <br /> 42 XIII.
