Mr. Cayemberg further states <br /> that the granting of the variance to allow the porte-cochere will give protected ingress and egress to the <br /> facility. Since this is a public facility,it is reasonable for residents and visitors alike to expect safe access to <br /> the building. <br /> The situation of the structure being built up to the property line and in the front yard setback was not <br /> caused by the current owner. According to information in the property file,Chandler Place was built prior <br /> to the City of St. Anthony Village adopting its zoning code and therefore circumstances exist that are <br /> unique to the property. <br /> Mr. Cayemberg continues to say that if granted, the variance will not alter the essential character of the <br /> locality. Chandler Place is in the R-4 zoning district,where neighboring properties are of the same <br /> character and nature. The purpose of the R-4 zoning district is to provide areas for housing other than l- <br /> and 2-family dwellings and townhomes. <br /> He also states that economic considerations alone are the basis of the variance request. Mr. Cayemberg <br /> further explains that the owner is willing to spend the money to improve the safety of the facility by <br /> insuring that main public entrances are safe and secure while at the same time,enhancing the appearance of <br /> the facility. <br /> Staff has checked with the Fire Department for their comments. They indicated that the height of the porte- <br /> cochere would not cause them an issue.
