The <br />County Road C and 29`n Avenue Reconstruction is currently scheduled for 2021 and the County <br />is looking at moving this project up in support of the City's timeline. <br />5 Mayor Faust thanked Commissioner McGuire for her update and thanked Ramsey County for <br />6 assistance on elections, which is a good benefit for residents. Mayor Faust stated he is happy the <br />7 yard recycling at Arden Hills continues and noted all residents of St. Anthony can participate in <br />8 that program. There is benefit to the County working with the City on the Cty. Rd C and 29`n <br />9 Avenue Reconstruction and hopes a happy medium can be found with Ramsey and Hennepin <br />10 Counties to get this project done. <br />11 <br />12 Councilmember Stille stated that intersection is terrible as far as bicycles and walking. <br />13 <br />14 Mayor Faust thanked Commissioner McGuire on behalf of the Council and the residents. <br />15 <br />16 B. Presentation of the 2016 Villager of the Year and the 2016 Outstanding Business of the <br />17 Year, Samara Anderson, president of St. Anthony Area Chamber of Commerce <br />18 <br />19 St. Anthony Village Area Chamber of Commerce President Samara Anderson stated this year's <br />20 Villager of the Year is Kristin Stendahl and the award was presented on April 14`n at JAX Cafd <br />21 during their annual meeting. She is involved with the St. Anthony Lions, Girl Scouts, Schools, <br />22 Sports Boosters and many more organizations. Chandler Place Assisted Living was the <br />23 Outstanding Business of the Year. The award was also presented on April 14`n. They assist not <br />24 only their residents but also help throughout the community. Nomination forms can be found on <br />25 their website for 2017 awards and they will be available earlier this year. <br />26 <br />27 Mayor Faust stated there are a lot of great people in the community. <br />28 <br />29 C. Arbor Day Proclamation, Scott Bentz, Parks Commission Chair <br />30 <br />31 Park Commission Chair Scott Bentz reviewed a presentation proclaiming April 29in as Arbor <br />32 Day and becoming a Tree City USA in 2016. He noted this proclamation will happen every year <br />33 to celebrate Arbor Day. The Tree Board and City Staff will plan the annual Arbor Day <br />34 celebration. The next steps to becoming a Tree City USA is to pass the Tree Care Ordinance, <br />35 Celebrate Arbor Day and spend $2 per capital on tree care (the City of St, Anthony already <br />36 spends this amount). <br />37 <br />38 Tree City USA was created by the Arbor Day Foundation and provides the framework for cities <br />39 to promote trees on public land. This aligns with the City's sustainability goals and leads by <br />40 example for residents to invest in trees on private property. Mr. Bentz noted there are 2.8 million <br />41 Minnesotans currently living in the state's 96 Tree Cities. The Arbor Day Celebration will be <br />42 held Friday, April 29`n at Trillium Park. Tree seedlings will be handed out at Spring Clean Up <br />43 Day on Saturday May 7cn <br />44 <br />45 Councilmember Brever read the Arbor Day Proclamation. <br />46 <br />47 D.
