Ordinance 2016 -02 an ordinance Amending Chanter 32 to ad Tree Care Ordinance 1 S` of <br />3 3 readings <br />4 <br />5 City Manager Casey reviewed this ordinance would establish the Parks Commission as the Tree <br />6 Board. The Tree Board would be responsible for recommendations to the City Council regarding <br />7 the comprehensive tree plan for areas within the public right -of -way and City parks. If requested <br />8 by the City Council, the Parks Commission (Tree Board) can consider, investigate and <br />9 recommend tree care matters as needed. Once adopted, the City would be eligible for Tree City <br />10 USA designation. <br />11 <br />12 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve First Reading <br />13 of Ordinance No. 2016 -03 an Ordinance Adding Section §32.39 TREE CARE. <br />14 <br />15 Motion carried 5 -0 <br />16 <br />17 D. Ordinance 2016 -03 an ordinance Amending Chapter 112 to Change Hours of Sale on <br />18 Sundays for Establishments Holding an On -Sale Intoxicating Liquor License ls` of 3 <br />19 readings <br />20 <br />21 City Manager Casey reviewed this ordinance would amend Chapter 112 to change hours of sale <br />22 on Sundays for establishments holding an on -sale intoxicating liquor license. Currently the City <br />23 of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on <br />24 Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on <br />25 Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of <br />26 on -sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. <br />27 on Sundays. This proposal is to align with the State Statute. <br />28 <br />29 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve First Reading <br />30 of Ordinance No. 2016 — 04 an Ordinance Amending Chapter 112 to change hours of sale on <br />31 Sundays for establishments holding an on -sale intoxicating liquor license <br />32 <br />33 Motion carried 5 -0 <br />34 <br />35 E. 1st Quarter Goals update <br />36 <br />37 City Manager Casey provided an update on the 2016 Strategic Initiatives for the first quarter and <br />38 noted goal setting was held January 14 -15, 2016. <br />39 <br />40 Mayor Faust stated he is pleasantly surprised with the speed in which these initiatives are <br />41 addressed. He thanked the City Manager and the staff for their work. <br />42 <br />43 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />44 <br />45 City Manager Casey reviewed one of the goals was to communicate effectively and email <br />46 notifications have been given as an option to residents who wish updates on City Newsletter, <br />47 street projects and the water issue. Councilmember Stille noted there are only updates on these <br />48 three areas. <br />
