Mr. Hubmer confirmed the project partners are MnDOT, Federal Highway Department, 1 <br />Hennepin County, Ramsey County, City of Columbia Heights, City of Roseville and the School 2 <br />District. The project costs/funding breakdown is Total Project Cost: $1,598,000; HSIP grant 3 <br />award of $690,000; Local required match of $77,000; Hennepin County and Ramsey County 4 <br />cost participation; and additional costs above grant amount and locally required match are the 5 <br />responsibility of the city and any agreements with partners. 6 <br /> 7 <br />Mr. Hubmer reviewed the remaining schedule for the project. Mayor Faust asked if there are 8 <br />countdown timers on all intersections and Mr. Hubmer stated every signal that is being worked 9 <br />on will have countdown timers. 10 <br /> 11 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 12 <br />16-043 a resolution accepting Plans and Specifications and Ordering Advertisement for Bids for 13 <br />the City of St. Anthony Village, Highway Safety Improvement Project. 14 <br /> 15 <br />Motion carried 5-0 16 <br /> 17 <br />D. Ordinance 2016-02 an ordinance Amending Chapter 32 to add Tree Care Ordinance 2nd 18 <br />of 3rd readings. 19 <br /> 20 <br />City Manager Casey reviewed that this ordinance would establish the Parks Commission as the 21 <br />Tree Board. The Tree Board would be responsible for recommendations to the City Council 22 <br />regarding the comprehensive tree plan for areas within the public right-of-way and City parks. In 23 <br />addition, if requested by the City Council, the Parks Commission (Tree Board) can consider, 24 <br />investigate, and recommend tree care matters as needed. Once adopted the City would be eligible 25 <br />for Tree City USA designation. 26 <br /> 27 <br />Motion by Councilmember Brever, seconded by Councilmember Gray, to approve Second 28 <br />Reading of Ordinance No. 2016 – 02 an Ordinance Adding Section §32.39 TREE CARE. 29 <br /> 30 <br />Motion carried 5-0 31 <br /> 32 <br />E. Ordinance 2016-03 an ordinance Amending Chapter 112 to Change Hours of Sale on 33 <br />Sundays for Establishments Holding an On-Sale Intoxicating Liquor License 34 <br /> 35 <br />City Manager Casey reviewed that this ordinance would amend Chapter 112 to change hours of 36 <br />sale on Sundays for establishments holding an on-sale intoxicating liquor license. Currently the 37 <br />City of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on 38 <br />Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on 39 <br />Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of 40 <br />on-sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. 41 <br />on Sundays. 42 <br /> 43 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Second 44 <br />Reading of Ordinance No. 2016–03 an Ordinance Amending Chapter 112 to change hours of 45 <br />sale on Sundays for establishments holding an on-sale intoxicating liquor license. 46 <br /> 47 <br />Motion carried 5-0 48 <br />6
