Mr. Hubmer stated the 15 Atlas 14 Standard is being used. That is 7.8 inches of rain in 24 hours. The RCWD adopted this 16 standard as their policy in 2014. 17 18 V. Resolution 16-048 a Resolution Approving Solar Garden Subscription Agreements with 23 United States Solar Corporation and SolarStone Community LLC 24 25 City Manager Mark Casey reviewed community solar gardens represent a way for the city of St. 26 Anthony Village to participate in the development of solar energy technology in Minnesota 27 without the direct responsibility of owning and maintaining an on-site solar array. Under this 28 arrangement, the city would “subscribe” to a portion of the energy produced by a solar array 29 that is owned and maintained by a third party. The city would receive credit on its electricity bill 30 from Xcel Energy for the production of solar energy and in turn make subscription payments to 31 the community solar garden developer. The city would not make an upfront payment to fund the 32 construction of a community solar garden. 33 34 Mr. Amir Nadav, Solar Consultant provided a brief overview of the community solar garden 35 subscription. The city received proposals from three developers that participated in the 36 “Community Solar Subscriber Collaborative” coordinated by the Metropolitan Council. 37 Following direction from the City Council at its May 2 workshop and discussions with the 38 community solar garden developers, staff recommends proceeding with subscriptions for a total 39 of 647,940 kilowatt-hours representing 352 kilowatts of solar garden capacity. These 40 subscriptions amount to approximately one-quarter of the annual electricity use from city 41 government facilities. 42 43 Mr. Nadav reviewed due to state law and the location of the proposed community solar gardens, 44 only facilities in Hennepin County could be considered for these subscription agreements. 45 Facilities were matched with developers in order to maximize potential cost savings to the city. 46 The size of the subscriptions is based on the annual average electricity use of the selected 47 facilities. 48 3
