City Manager Mark Casey reviewed the ordinance that would establish the Parks Commission as 1 <br />the Tree Board. The Tree Board would be responsible for recommendations to the City Council 2 <br />regarding the comprehensive tree plan for areas within the public right-of-way and City parks. In 3 <br />addition, if requested by the City Council, the Parks Commission (Tree Board) can consider, 4 <br />investigate, and recommend tree care matters as needed. Once adopted the City would be eligible 5 <br />for Tree City USA designation. 6 <br /> 7 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Ordinance No. 8 <br />2016 – 02 an Ordinance Adding Section §32.39 TREE CARE. 9 <br /> 10 <br />Motion carried 5-0 11 <br /> 12 <br />D. Ordinance 2016-03 an Ordinance Amending Chapter 112 to Change Hours of Sale on 13 <br />Sundays for Establishments Holding an On-Sale Intoxicating Liquor License 14 <br /> 15 <br />City Manager Casey reviewed the ordinance that would amend Chapter 112 to change hours of 16 <br />sale on Sundays for establishments holding an on-sale intoxicating liquor license. Currently the 17 <br />City of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on 18 <br />Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on 19 <br />Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of 20 <br />on-sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. 21 <br />on Sundays. 22 <br /> 23 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Ordinance No. 24 <br />2016–03 an Ordinance Amending Chapter 112 to change hours of sale on Sundays for 25 <br />establishments holding an on-sale intoxicating liquor license. 26 <br /> 27 <br />Motion carried 5-0 28 <br /> 29 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 30 <br /> 31 <br />City Manager Casey stated recently the City was recognized for GreenStep Four and also from 32 <br />the LMC the Sustainable City Award. Staff was not added for the sustainability efforts. 33 <br /> 34 <br />Councilmember Brever stated on May 17 she attended the City Tour and on May 23 she attended 35 <br />the Steering Committee meeting for the Comprehensive Plan. 36 <br /> 37 <br />Councilmember Jenson stated on May 11 and May 18 he attended the Kiwanis meetings. He 38 <br />attended the History Committee meeting on May 18. On May 23 he attended the Fire 39 <br />Association Meeting. 40 <br /> 41 <br />Councilmember Stille stated he attended the tour on May 17 and on May 23 attended the 42 <br />Planning Commission meeting. 43 <br /> 44 <br />Councilmember Gray attended the City tour on May 17. 45 <br /> 46 <br />Mayor Faust attended the Stinson Road Re-Construction Project Meeting on May 19th. 47 <br /> 48 <br />5
