City Council Regular Meeting Minutes <br />June 28, 2016 <br />Page 3 <br /> <br />City Manager Casey reported on June 15, 2016, the City received a Statement from Continental 1 <br />Property Group, who purchased the Lowry Grove Manufactured Home Park, communicating 2 <br />Continental’s plan to close the park. State Statute requires the City Council to hold a Public 3 <br />Hearing within 90 days of receiving the Closure Statement. The Public Hearing will review the 4 <br />Closure Statement; inform Lowry residents about the possibility of relocation compensation 5 <br />from the Minnesota Manufactured Home Relocation Fund; and, appoint a neutral third party to 6 <br />exercise decision-making authority regarding to disbursements from the relocation fund. The 7 <br />Public Hearing Notice will be mailed to all residents of Lowry Grove along with St. Anthony 8 <br />Bulletin. Unless the City Council has any conflicts, staff recommends the Public Hearing to be 9 <br />held on Thursday, August 18, at 7:00 p.m. at City Hall. 10 <br /> 11 <br />Mayor Faust asked the Councilmembers to check their calendars for availability on August 18. 12 <br />The consensus of the Council was to schedule this public hearing on August 18. 13 <br /> 14 <br />Councilmember Stille announced on June 15, 2016, he attended the LOMC Award Ceremony. 15 <br /> 16 <br />Councilmember Gray stated last Monday he attended the Executive Session of the North 17 <br />Suburban Communications Commission to review a proposal from Comcast for franchise 18 <br />agreement. 19 <br /> 20 <br />Councilmember Brever stated she also attended the June 15 LOMC meeting. 21 <br /> 22 <br />Councilmember Jenson stated he attended the June 15 LOMC meeting, the June 22 Kiwanis 23 <br />Meeting, and on June 27 the Fire Department Retirement Fund Meeting. 24 <br /> 25 <br />Mayor Faust stated receiving these two awards is a great accomplishment for St. Anthony. 26 <br /> 27 <br />All Councilmembers and Mayor Faust thanked City Staff for their hard work to obtain the 28 <br />LOMC awards. 29 <br /> 30 <br />VIII. COMMUNITY FORUM 31 <br /> 32 <br />Ms. Antonia Alvarez, 2501 Lowry Avenue, and Alan Arthur, President and CEO of AEON, 33 <br />indicated they represent the community of Lowry Grove and throughout the year, many of the 34 <br />Council candidates have knocked on doors soliciting votes and the members of the community 35 <br />voted for the Council. However, they do not feel they are being represented as Phil Johnson, 36 <br />owner, has no respect for the community that includes seniors and children. They want to work 37 <br />with the Council. 38 <br /> 39 <br />Mr. Arthur stated they are working with the residents to save their homes and a lawsuit has been 40 <br />officially filed today which may affect the public hearing. 41 <br /> 42 <br />Mayor Faust stated the public hearing will be held on August 18, 2016. The State Statute needs 43 <br />to be followed and the Council intends to protect the entire City. 44 <br /> 45 <br />IX. INFORMATION AND ANNOUNCEMENTS - NONE 46 <br /> 47 <br />X.
