13 <br />MEMORANDUM <br />TO: <br />MAYOR AND COUNCILMEMBERS <br />FROM: <br />MICHAEL MORNSON, CITY MANAGER <br />SUBJECT: <br />RE- CODIFICATION OF CITY ORDINANCES <br />DATE: <br />5/1/2007 <br />The council was first introduced the re- codification of the St. Anthony City Code at the April <br />10, 2007, council meeting. At that time, the council and staff had several questions which I <br />was unable to answer. Since that council meeting, staff has been in contact with American <br />Legal Publishing (ALP) and has the following information based on questions. <br />Question 1. How long will it take? <br />There are three steps once we receive the code materials (the old code, new ordinances <br />and a simple questionnaire we will ask you to complete) from the city: <br />a) We will outline and format the new code, incorporate new ordinances and provide <br />a draft of the new code. This will be completed in 4 -6 months. (Then our attorneys will work <br />on the legal review and send the city a written legal report.) <br />b) The city will review the new code draft and the legal report (we suggest 2 months <br />for this). <br />c) Once the city completes its review, we will take up to three months to complete the <br />final code. Depending on the time the city takes to complete its review, the new code can be <br />completed within a year. <br />Question 2. We are looking are revising various ordinances. Should we wait until those revisions <br />have been completed and approved by Council before we re- codify? <br />My suggestion is not to wait because you will always have ordinances you want to amend. <br />When you pass any new ordinances, we ask that you send them to us immediately and we <br />will include them in the draft of the code. Any ordinances that pass after the draft of the <br />code is completed can be added to the final version of the code - so that gives you about nine <br />months to pass new ordinances for the code. And, after the code is completed, it can be <br />updated as often as you like. If you know of any major ordinances, such as zoning, that are <br />being amended, let us know up front and we will try to edit those last. <br />Z: \Goal Setting\200T e- Codification Memo.doc - 1 - <br />
