MEMORANDUM <br />DATE: October 17, 2007 <br />TO: Mike Morrison, City Manager <br />FROM: John Ohl, Chief of Police <br />SUBJECT: STAFF REPORT — ADDITIONAL OFFICER <br />As you are aware, over the last year and a half I have been discussing with you, and the <br />Council, the addition of one new police officer in 2009. <br />In 2006, a financial plan was put in place in order to accomplish this goal ($30,000 was <br />added to 2007, 2008 & 2009 budgets). <br />In October of this year, one of our police officers resigned. This resignation created a <br />situation wherein we have four police officers making less than 100% of their possible <br />salary (new hires start at 75 %). <br />This fact, coupled with the current financial progression toward an additional officer in <br />2009, prompted me to meet with Roger Larson and discuss the financial possibility of <br />hiring an additional officer in 2008. Based on the aforementioned information, Roger <br />worked out a plan wherein this could be accomplished without financial additions by <br />revising the proposed 2008 budget. <br />In attempts to create some additional room within my 2008 budget, I would propose to <br />hire the additional officer in February or March of 2008 rather than at the beginning of <br />the year. <br />This proposal, of course, is dependent on our hiring process and our ability to identify <br />two viable candidates. <br />Please see the attached funding analysis. <br />
