Housing and Redevelopment Authority Meeting Minutes <br />• May 26, 1998 <br />Page 2 <br />second is the refunding bonds for the Walbon District. The third is the bonds for the <br />community center. The fourth is the TIF related to Apache Plaza. <br />Mr. Bonniwell noted that Chandler and Evergreen were paid back to the developers. The <br />Community Center has funds remaining in the amount of $145,000. The contractor is still <br />due $45,000 and the remainder is for construction of the tennis courts, etc. <br />Marks asked if it would be possible to utilize the audit reports and reconstruct the history <br />of the City's redevelopment and provide a summary of the debt incurred through the <br />entire HRA process. It would also demonstrate the benefits to the City of TIF funding. <br />Mr. Bonniwell stated this could be accomplished. <br />10 Motion by Marks, second by Faust to approve the 1997 City of St. Anthony HRA Audit <br />11 as presented by Stuart Bonniwell, Certified Public Accountant. <br />12 Motion carried unanimously. <br />13 VII. OTHER BUSINESS. <br />0 Cavanaugh asked if a tax impact study had been performed. <br />15 Morrison reported he had worked with Bob Thistle, Springsted, and it was his opinion <br />16 that a tax impact study was not necessary. This was due to a State Legislative change <br />17 which allows funds from other districts to be utilized. <br />18 Cavanaugh asked how time lines for the Kenzie project and the trailer park were <br />19 established. He asked if these are active projects. <br />20 Mornson explained that the Council discusses in Work Session format, which areas of the <br />21 City they would like redeveloped and funds for that are set aside. The City Manager is <br />22 then directed to pursue that redevelopment. In the Kenzie area there was a case of willing <br />23 seller/willing buyer. The mobile home owner is not yet willing to sell. <br />24 Mayor Ranallo noted that the mobile home owner has to deal with relocation costs and <br />25 there would also have to be an area for water retention on the site. <br />26 Cavanaugh suggested that a moratorium be placed on the mobile homes and that every <br />27 time a home becomes vacant in the lot, that it be demolished. <br />28 Momson noted this is an issue for review at a Work Session. <br />GMotion by Cavanaugh, second by Marks to adjourn the meeting at 9:40 P.M. <br />
