I <br />MEMORANDUM <br />DATE: February 18, 1997 <br />TO: Mayor and Councilmembers <br />Planning Commission Members <br />FROM: Michael Mornson, City Manager <br />ITEM: AMENDMENT TO THE CITY OF ST. ANTHONY <br />REDEVELOPMENT PLAN <br />On October 8th, the City Council and Housing and Redevelopment Authority (HRA) will call <br />for a public hearing to amend the City's Redevelopment Plan. On November 12th, the <br />hearing will be held. Prior to the hearing, the Planning Commission will review the <br />amendment to the Plan and submit a written opinion which will be the minutes of the <br />September 17, 1996 meeting. <br />The City of St. Anthony will hold a hearing to amend its Tax Increment Financing (TIF) and <br />Redevelopment Districts. The City does not intend to establish a new district, nor to extend <br />the life of the existing districts. The purpose of the amendment is to allow the City to make <br />additional expenditure of tax increment funds in order to facilitate additional residential and <br />commercial development. The benefit to the City will be an increase in property value and <br />jobs. <br />The following is a list of additional possible expenditures authorized by the St. Anthony City <br />Council and HRA. <br />Project Activity <br />Redevelop vacant property between <br />Industrial Custom Products and the <br />Amoco Station on 37th Avenue NE <br />Bridge work along Silver Lake Road <br />between 37th Avenue NE and Silver <br />Lane (new) <br />Funds That Could Be Authorized <br />$233,000 <br />(new) <br />$100,000 <br />Old Clark Station property redevelop- $40,000 <br />ment on Stinson Boulevard (existing) (up $10,000 from previous plan) <br />
