MEMORANDUM <br />DATE: February 21, 1997 <br />TO: Mayor and Councilmembers <br />FROM: Michael Mornson, City Manager <br />ITEM: STORMWATER MANAGEMENT PLANS <br />The City has received five proposals from engineering /planning firms to develop a <br />stormwater management plan in accordance with state laws. <br />The firms and costs are as follows: <br />Barr Engineering ....................... $26,050 <br />BRW, Inc. .................... $21,340 <br />Westwood Professional ................... $36,490 <br />WSB .............................. $25,100 <br />Bonestroo, etc ......................... $24,850 <br />Staff will interview the five firms over the next two weeks. We will make a <br />recommendation to the Council at the March 11th or 25th Council meeting. <br />The questions I have for the Council are as follows:. <br />1. Do you want to interview the firm staff recommends? <br />2. Who should be involved with the development of the Plan - a) City Council; b) <br />Planning Commission; c) Comprehensive Plan Task Force? <br />There will be some public information process, meetings, etc., which will need to be <br />followed. <br />The development of a storm water management plan is a requirement of the state statutes. <br />The Metro Land Planning Act also states that cities will not get their comprehensive plans <br />approved unless they have an approved storm water management plan. It should be <br />understood from the beginning that simply having a drainage plan will not make drainage <br />problems go away. It is especially true in fully developed communities like St. Anthony. <br />
