CITY OF ST. ANTHONY <br />2 CITY COUNCIL WORK SESSION MINUTES <br />3 May 6, 1997 <br />4 7:00 P.M. <br />5 I. CALL TO ORDER. <br />6 II. ROLL CALL. <br />7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, Faust. <br />8 Also present: Michael Mornson, City Manager; Kim Moore - Sykes, Management <br />9 Assistant; Roger Larson, Finance Director; Larry Hammer, Public Works Director; <br />10 Mike Larson, Liquor Operations Manager; Mark Flaten, American Risk Services; <br />11 Stuart Bonniwell, Auditor; and Bob Kost, BRW. <br />12 III. DISCUSS INSURANCE RENEWAL WITH MARK FLATEN. <br />13 Mr. Flaten discussed various aspects of the City's insurance coverage. He reported <br />14 that the City has a decrease in premiums which is primarily due to decreases in <br />15 general liability and workers' compensation premiums. Mr. Flaten stated that the <br />16 City has done very well with their loss control efforts. <br />IV. REVIEW PARK PLAN FOR CENTRAL PARK WITH BOB KOST OF <br />18 BRW, INC. <br />19 Mr. Bob Kost, BRW, Inc. presented three plans for Central Park that had been <br />20 developed after meeting with the City, School District and other various interested <br />21 community groups. Several residents in attendance provided Council with <br />22 comments and suggestions. <br />23 V. DISCUSS FUND BALANCE ALLOCATION, FALCON HEIGHTS AND <br />24 LAUDERDALE REVENUE, AND 1996 AUDIT CONCERNS. <br />25 Mr. Stuart Bonniwell reported on the recently completed audit. He reviewed <br />26 various fund balances and reserve accounts. Mr. Bonniwell commended the City's <br />27 accounting practices that have been implemented since his report last year to the <br />28 Council. <br />29 VI. REVIEW PARKVIEW DEMOLITION BIDS. <br />30 The City Manager reported on the status of the bid process. The Council directed <br />31 the City Manager to put this item on the May 13th Council meeting agenda. <br />32 VII. UPDATE ON SAV II AND APACHE PLAZA DEVELOPMENT. <br />33 Mike Larson, Liquor Operations Manager, presented a report from KKE Architects <br />34 regarding the current structure and renovation alternatives. He reported that the <br />35 parking lot lights were not included in the bid from KKE, but can be done as an <br />alternate bid. Mr. Larson also indicated that the roof repair and the facade repair <br />37 will each be done as an alternative bid as well. The City Manager reviewed the <br />
