City Council Regular Meeting Minutes
June 28, 2016
Page 3
City Manager Casey reported on June 15, 2016, the City received a Statement from Continental
Property Group, who purchased the Lowry Grove Manufactured Home Park, communicating
Continental's plan to close the park. State Statute requires the City Council to hold a Public
Hearing within 90 days of receiving the Closure Statement. The Public Hearing will review the
Closure Statement; inform Lowry residents about the possibility of relocation compensation
from the Minnesota Manufactured Home Relocation Fund; and, appoint a neutral third party to
exercise decision-making authority regarding to disbursements from the relocation fund. The
Public Hearing Notice will be mailed to all residents of Lowry Grove along with St. Anthony
Bulletin. Unless the City Council has any conflicts, staff recommends the Public Hearing to be
held on Thursday, August 18, at 7:00 p.m. at City Hall.

Mayor Faust asked the Councilmembers to check their calendars for availability on August 18.
The consensus of the Council was to schedule this public hearing on August 18.

Councilmember Stille announced on June 15, 2016, he attended the LOMC Award Ceremony.

Councilmember Gray stated last Monday he attended the Executive Session of the North
Suburban Communications Commission to review a proposal from Comcast for franchise
agreement.

Councilmember Brever stated she also attended the June 15 LOMC meeting.

Councilmember Jenson stated he attended the June 15 LOMC meeting, the June 22 Kiwanis
Meeting, and on June 27 the Fire Department Retirement Fund Meeting.

Mayor Faust stated receiving these two awards is a great accomplishment for St. Anthony.

All Councilmembers and Mayor Faust thanked City Staff for their hard work to obtain the
LOMC awards.

VIII. COMMUNITY FORUM

Ms. Antonia Alvarez, 2501 Lowry Avenue, and Alan Arthur, President and CEO of AEON,
indicated they represent the community of Lowry Grove and throughout the year, many of the
Council candidates have knocked on doors soliciting votes and the members of the community
voted for the Council. However, they do not feel they are being represented as Phil Johnson,
owner, has no respect for the community that includes seniors and children. They want to work
with the Council.

Mr. Arthur stated they are working with the residents to save their homes and a lawsuit has been
officially filed today which may affect the public hearing.

Mayor Faust stated the public hearing will be held on August 18, 2016. The State Statute needs
to be followed and the Council intends to protect the entire City.

IX. INFORMATION AND ANNOUNCEMENTS - NONE

X. ADJOURNMENT.
