Macalaster Apartments <br />The City Manager and the City Attorney met with the Ramsey <br />County Attorney and Ms. Judy Caron of the Ramsey County <br />Community Development Authority to discuss the Macalaster <br />Apartments project. <br />From that meeting it was determined that the City of St. <br />Anthony has some administrative obligations regarding the <br />Macalaster Apartments project. <br />The City Manager advised that the City will do the contracting <br />but all associated fees and charges will be paid by the <br />Macalaster Apartments management company which represents the <br />owners of the complex. <br />The City Manager noted that there have already been legal fees <br />charged. At this point in time, Macalaster Apartments owners <br />have not been requested to pay legal fees but this will be <br />done in the near future. The policy has always been to charge <br />legal fees to the project's owner. <br />B. CUB Store Update <br />On September 7th the City Manager met with representatives of <br />the C.G Rein Company, the owners of Apache Plaza, Bob Thistle <br />of Springsted Financial Advisors, Jerry Gilligan, the City's <br />legal counsel and Pat Galpin, who represents Super Valu <br />Stores. <br />Some concerns were expressed regarding the potential impact <br />this store's building may have on the water runoff which <br />empties into Silver Lake. It was noted that sixty percent of <br />the runoff which goes into Silver Lake is from the Apache <br />Plaza Shopping Center and it has a severe impact on the lake's <br />water quality. <br />The City Manager advised that the City's liquor store will be <br />moved as close to the front door of the CUB Store as possible. <br />The space for the liquor store will be leased either from the <br />C.G.Rein Company or from Super Valu Stores. <br />
