The Executive Director requested that <br />each of the Commissioners share their thoughts on this <br />proposal with him individually. <br />8. OLD CLARK STATION <br />Mr. Fisher is the owner of the property where the old Clark <br />Station is located on 33rd Avenue and Stinson Boulevard. <br />It had been understood that the property was contamination <br />free. Braun Engineering did a study of soil samples from the <br />property and found it is still contaminated. <br />The Executive Director advised that Mr. Fisher is responsible <br />for cleaning up the property. He noted there is Superfund <br />money still available for the costs of such an undertaking. <br />He is requesting direction from the H.R.A. He suggested that <br />the property could be purchased from Mr. Fisher and developed. <br />He also suggested the H.R.A. consider purchasing the house <br />directly north of this property to be included in any <br />development of the site. <br />The Chairperson questioned if it would not be wise to also <br />include the ten foot strip of land which is not owned by Mr. <br />Fisher. The Executive Director felt a "friendly" condemnation <br />could be done to gain ownership of this strip. <br />The multiple zoning also extends to the property directly <br />north of the old Clark Station parcel. This house is presently <br />rental property and is owned by Mr. Ammermann. <br />Executive Director Burt will work with legal counsel before <br />possession is taken from Mr. Fisher. He noted that an owner is <br />responsible for cleaning up contaminated soil. He does not <br />want the City to become liable for this clean up. <br />Three developers have contacted the Executive Director <br />indicating an interest in developing this parcel. <br />The Executive Director was directed by members of the H.R.A. <br />to pursue development of this parcel. <br />
