• CJ 0 H.R.A. MEETING NOVEMBER 26, 1991. PAGE 3 6. MACALASTER MANOR REDEVELOPMENT Copies of the proposed C.D.B.G. Rehabilitation Project for Macalaster Manor Apartments were distributed to the Council. The objective of the project is intended to modify and improve Macalaster Manor Apartments to provide good quality affordable housing for low and moderate income residents. Ken Solie, who is a member of the partnership which owns the apartment complex, advised the Council he is requesting a statement of support from the City's Housing and Redevelopment Authority for his request for funding being submittted to the Ramsey County C.D.B.G. program. Mr.Solie advised that he and the City Manager had already met with representatives of Ramsey County and he felt this statement of support would be very helpful. He also noted that those persons they met with appeared to be very enthusiastic about the plans. It was Mr. Solie's observation that the intent of the C.D.B.G. program is to supply funding for rehabilitation and remodel-1-in'g of living units for low and moderate income individuals. He felt that Macalaster Manor Apartments met all of the criteria of the program and the current tenant base fits the definition. Mr.Solie acknowledged that there has been a performance problem in the apartment complex. He indicated he was aware of the high number of emergency and police calls made there. The partnership of owners has restructured the financing of the buildings.Mr.Solie advised that the application for funding must be made through the City combined with a Federal Housing Agency program. The Executive Director stated that to respond to this request the H.R.A. should pass a resolution of support. Mr. Solie would complete the application to be approved by the H.R.A. He noted that Ramsey County administers and funds this program whereas Hennepin County does not. Ramsey County would not manage the program.
