CITY OF ST. ANTHONY <br />HOUSING AND REDEVELOPMENT AUTHORITY MINUTES <br />September 10, 1985 <br />The meeting was called to order by Chair Sundland at 8:17 P.M. <br />Present for roll call: Sundland, Vice Chair Enrooth, Secretary/Treasurer Marks, <br />and Commissioners Makowske and Ranallo. <br />Also present: David Childs, Executive Director. <br />Motion by Commissioner Makowske and seconded by Secretary/Treasurer Marks to approve <br />as submitted the minutes of the H.R.A. meeting held August 13, 1985. <br />Motion carried unanimously. <br />Motion by Secretary/Treasurer Marks and seconded by Vice Chair Enrooth to approve <br />payment of $2,106.85 to Dorsey & Whitney for legal services related to the Kenzie <br />Terrace and Old Highway 8 Redevelopment Projects. <br />Motion carried unanimously. <br />Distribution had been made of the September 5th letter from Stephen Yurick of Arkell <br />Development requesting that, since the developers have not started Phase II of the <br />•Kenzie Terrace project, the H.R.A., as stipulated in the Redevelopment Contract, <br />should provide the $15,866'.40 n escrow required by H.U.D. for the roadways around <br />the Walker Methodist Home before that agency would c oc se on that 202 funded project. <br />The $15,866.40 would provide the funds needed for construction, maintenance, and <br />landscaping of t e access to the senior housing project and the contract called for <br />the redeveloper to reimburse the H.R.A. when the entire site is conveyed to Arkell <br />for development of Phase II. <br />Although the escrow funds would probably, have to be_used sometime in 1985 when the <br />project construction is completed, the Executive Director told Vice Chair Enrooth, <br />thosedunds_wou.l.d probably become a matter of negotiation when Arkell comes in for <br />an extension of their contract, December 31st. <br />Commissioner Ranallo indicated he agreed with Mr. Childs that a Letter of Credit <br />would be preferable to cash and he perceived the H.R.A. really had no other choice <br />A <br />f they want the _senior hous.ing_pr..ojectbe built. --- <br />Motion by Secretary/Treasurer Marks and seconded by Commissioner Makowske to authorize <br />the Executive Director to obtain a Letter of—Credit or deposit based onavailability <br />of$15,866.40 to escrow tFie funds required by H.U.D. to cover_ the construction of the <br />accessto—the Walker Methodist mes Hoproject. <br />Motion carried unanimously. <br />Marian Post, Administrator of the St. Anthony Health Center; Leonard Champa of <br />•Juran & Moody, Inc., St. Paul; and Craig Hinrichs of Smiley, Glotter Associates <br />(.architects) were present for the H.R.A. consideration of the Health Center's request <br />for tax increment financing for the Chandler Place, a 119 senior rental apartment <br />building proposed to be built in conjunction with the Health Center, which was <br />
