City Council Regular Meeting Minutes <br />June 28, 2016 <br />Page 3 <br />2 City Manager Casey reported on June 15, 2016, the City received a Statement from Continental <br />3 Property Group, who purchased the Lowry Grove Manufactured Home Park, communicating <br />4 Continental's plan to close the park. State Statute requires the City Council to hold a Public <br />5 Hearing within 90 days of receiving the Closure Statement. The Public Hearing will review the <br />6 Closure Statement; inform Lowry residents about the possibility of relocation compensation <br />7 from the Minnesota Manufactured Home Relocation Fund; and, appoint a neutral third party to <br />8 exercise decision - making authority regarding to disbursements from the relocation fund. The <br />9 Public Hearing Notice will be mailed to all residents of Lowry Grove along with St. Anthony <br />10 Bulletin. Unless the City Council has any conflicts, staff recommends the Public Hearing to be <br />11 held on Thursday, August 18, at 7:00 p.m. at City Hall. <br />12 <br />13 Mayor Faust asked the Councilmembers to check their calendars for availability on August 18. <br />14 The consensus of the Council was to schedule this public hearing on August 18. <br />15 <br />16 Councilmember Stille announced on June 15, 2016, he attended the LOMC Award Ceremony. <br />17 <br />18 Councilmember Gray stated last Monday he attended the Executive Session of the North <br />19 Suburban Communications Commission to review a proposal from Comcast for franchise <br />20 agreement. <br />21 <br />22 Councilmember Brever stated she also attended the June 15 LOMC meeting. <br />23 <br />24 Councilmember Jenson stated he attended the June 15 LOMC meeting, the June 22 Kiwanis <br />25 Meeting, and on June 27 the Fire Department Retirement Fund Meeting. <br />26 <br />27 Mayor Faust stated receiving these two awards is a great accomplishment for St. Anthony. <br />28 <br />29 All Councilmembers and Mayor Faust thanked City Staff for their hard work to obtain the <br />30 LOW awards. <br />31 <br />32 VIII. COMMUNITY FORUM <br />33 <br />34 Ms. Antonia Alvarez, 2501 Lowry Avenue, and Alan Arthur, President and CEO of AEON, <br />35 indicated they represent the community of Lowry Grove and throughout the year, many of the <br />36 Council candidates have knocked on doors soliciting votes and the members of the community <br />37 voted for the Council. However, they do not feel they are being represented as Phil Johnson, <br />38 owner, has no respect for the community that includes seniors and children. They want to work <br />39 with the Council. <br />40 <br />41 Mr. Arthur stated they are working with the residents to save their homes and a lawsuit has been <br />42 officially filed today which may affect the public hearing. <br />43 <br />44 Mayor Faust stated the public hearing will be held on August 18, 2016. The State Statute needs <br />45 to be followed and the Council intends to protect the entire City. <br />46 <br />47 IX. INFORMATION AND ANNOUNCEMENTS - NONE <br />
