ANTHONY <br />HOUSING AND REDEVELOPMENT AUTHORITY MINUTES <br />February 22, 1983 <br />The meeting was called to order at 8:13 P.M. by Chairman Sundland. <br />Present for roll call: Sundland, Vice Chairman Letourneau, Secretary/ <br />Treasurer Marks, and Commissioners Enrooth and <br />Ranallo. <br />Also present: David Childs, Executive Director; William Soth, Attorney; <br />and Richard Krier, Westwood Planning & Engineering <br />Co., Planning Consultant. <br />Motion by Secretary/Treasurer Marks and seconded by Commissioner Ranallo <br />to approve as submitted the minutes of the H.R.A. meeting held <br />February 8, 1983. <br />Motion carried unanimously. <br />Mr. Krier read the statement which had been distributed to the H.R.A. <br />members in which he reported the review and evaluation of the two <br />proposals which had been made to develop the Kenzie Terrace Redevelop- <br />ment Project and recommended the H.R.A. begin negotiating with the <br />Arkell group comprised of the Arkell Development Co., Kraus Anderson, <br />Rothchild Financial Corporation and Saunders-Thalden & Associates, <br />Inc. towards a final contract to develop 135 housing units on the <br />northern and 361 housing units on the southern sites of the project <br />area for the reasons he had documented in his statement. The Planning <br />Consultant had also distributed copies of the two proposed resolutions <br />by which the Arkell group could be designated as the tentative <br />developers of the project, which the Mayor read aloud. <br />Arkell, with several other members of the development team were <br />present and he confirmed that his firm's ability to put up the $400,000 <br />Letter of Credit could be substantiated through the banks. <br />The Secretary -Treasurer indicated he perceives the selection of the <br />Arkell group would provide the City with the greatest chance of com- <br />pleting the project with the least risk to the City. <br />Motion by Secretary/Treasurer Marks and seconded by Commissioner <br />Enrooth to adopt H.R.A. Resolution 83-001. <br />H.R.A. RESOLUTION 83-001 <br />A RESOLUTION DESIGNATING ARKELL DEVELOPMENT CORPORATION <br />AND KRAUS ANDERSON CONSTRUCTION CO.
