ANTHONY <br />• HOUSING AND REDEVELOPMENT AUTHORITY MINUTES <br />September 13, 1983 <br />Chairman Sundland called the meeting to order at 8:17 P.M. <br />Present for roll call: Sundland; Vice Chairman Letourneau; Secretary/ <br />Treasurer Marks; and Commissioners Ranallo and <br />Enrooth. <br />/3 /-' <br />Also present: David Childs, Executive Director <br />Motion by Secretary/Treasurer Marks and seconded by Commissioner Enrooth <br />to approve as submitted the minutes of the H.R.A. meeting held <br />August 23, 1983. <br />Motion carried unanimously. <br />An informal meeting with the H.R.A. Planning Consultant, Dick Krier, <br />had been held at 7:15 P.M. just prior to the Council meeting and <br />immediately following the Council budget workshop and public hearing. <br />.Mr. Krier reiterated, as had been verified by the August 25th letter <br />from the President of Westwood Planning and Engineering Co., that his <br />resignation had been accepted by Westwood, who had agreed to the <br />• assignment of their contract with the H.R.A. to Mr. Krier's new <br />employer, Derrick. Land Company, effective August 15, 1983, in order <br />that Mr. Krier could continue his service as consultant for the Kenzie <br />Terrace Redevelopment Project until its completion. <br />In his September 13th update on the project, which the Planning Con- <br />sultant distributed to all present, Mr. Krier reported that a market <br />survey taken by the redevelopers had convinced them that the structure <br />for Phase 1 of the project would have to be redesigned which could <br />be anticipated to delay the construction of the condominiums, now to <br />be known as The Kenzington, until early next spring. There had been <br />some concern on both the Planning Commission and Council that the <br />parking proposed by the redeveloper would not prove adequate for <br />prospective buyers from this area and that assumption had been affirmed <br />in the 114 responses to the market survey sent out by the redevelopers <br />and by those buyers who had participated in the redesigning of the <br />building, all of whom confirmed that at least one enclosed parking <br />space would have to be provided for each unit. <br />If these changes in parking are to be provided, the consultant said <br />the height of the proposed building would have to be increased to <br />5-1/2 stories with an additional one and one-half stories constructed <br />above ground. The redeveloper has received a verbal mortgage commit- <br />ment from the lender, subject to their review of the new design, and, <br />Mr. Krier said, when that approval is secured, a redrawn PUD would be <br />• presented for H.R.A. approval before it is presented for Planning <br />Commission and Council consideration. The change in design would force <br />Arkell to seek an extension of their agreement with the H.R.A. for <br />the project but, since they have indicated they intend to pay $350,000 <br />
