Resolution 16-057 a resolution Approving a Conditional Use Permit to Install a Double 21 <br />Sided Electronic Sign at the Church of St. Charles Borromeo located at 2727 Stinson 22 <br />Boulevard NE. 23 <br /> 24 <br />Ms. Rachel Bodine, a Minneapolis resident, lives directly across from the church and presented a 25 <br />signed petition opposing the sign. The neighbors are concerned the sign will effect the character 26 <br />of the neighborhood especially since it is along the parkway. Ms. Bodine quoted City Code 27 <br />which states electronic signs have an impact on the community. She suggested a different type of 28 <br />sign be constructed. She spoke with the Park Board yesterday and they were not aware of the 29 <br />sign and were also concerned about the effect of the sign along the Parkway. Ms. Bodine stated 30 <br />she spoke with her Minneapolis Council Representative and she believes they may have spoken 31 <br />to Mayor Faust. 32 <br /> 33 <br />Mayor Faust stated the Public Hearing was held on June 27th and no residents were in 34 <br />attendance. In December of 2014, the church had wanted to put up an electronic sign. At that 35 <br />time, the Council had discussion about policies regarding such signs. The ordinance was created 36 <br />to meet the needs of the requester and the residents. Mayor Faust stated he has reviewed Ms. 37 <br />Bodine’s comments. The hours are 6 a.m. to 10 p.m., the sign is set back, and much of the light 38 <br />would be dissipated. Ms. Bodine stated there would be substantial light in the winter without the 39 <br />tree cover. 40 <br /> 41 <br />Ms. Bodine stated Stinson Boulevard is listed on the Minneapolis Park Board as one of the 42 <br />Grand Rounds. 43 <br /> 44 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution 45 <br />16-057; a Resolution Approving a Conditional Use Permit to Install a Double Sided Electronic 46 <br />Sign at the Church of St. Charles Borromeo located at 2727 Stinson Boulevard NE. 47 <br /> 48 <br />20
