City Council Regular Meeting Minutes <br />January 27, 2009 <br />Page 2 <br />None. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />6 A. Todd Hubmer. WSB & Associates will be present for the following resolutions: <br />7 <br />8 1. Consider Resolution 09 -016: Calling a Hearing on 2009 Street and Utility <br />9 Improvements. <br />10 <br />11 Mr. Hubmer provided a brief overview of the 2009 Street and Utility Improvement Project. He <br />12 indicated that the resolution sets a public hearing on the 2009 Street and Utility Improvement <br />13 Project to be held on February 24, 2009 at 7:00 p.m. <br />14 <br />15 Councilmember Stille requested information on the reason Chandler Drive was chosen to be <br />16 included in the 2009 Street and Utility Improvement Project and why the project cost is so much <br />17 cheaper than the estimated costs. Mr. Hubmer provided information on water main breaks on <br />18 Chandler Drive. He stated each water main break costs the City between $6,000 and $10,000 <br />19 resulting in a significant cost in maintenance to the City. In regards to the project cost, the <br />20 current bidding environment is very good. The engineering estimate for this project was <br />21 approximately $2,100,000. There have been about 13 bidders on the project with the low bid at <br />22 approximately $1,870,000. <br />23 <br />24 Mr. Hubmer answered questions of the Council regarding the replacement of the concrete road <br />25 with bituminous. He provided information on the thickness of asphalt and gravel and explained <br />26 that Chandler Drive is a State Aid road designed to a 9 ton standard. <br />27 <br />28 Motion by Councilmember Roth, seconded by Councilmember Stille, to adopt Resolution 09- <br />29 016; Calling a Hearing on 2009 Street and Utility Improvements. <br />30 <br />31 Motion carried unanimously. <br />32 <br />33 2. Consider Resolution 09 -017: Declare the Costs to be Assessed and Orderin <br />34 Preparation of Proposed Assessments. <br />35 <br />36 Mr. Hubmer reviewed the resolution with the Council and indicated that the bid price for the <br />37 improvement project is $1,866,868, and an additional $176,000 for street lighting. The total cost <br />38 of the improvements with administrative fees, bond interest and bond fees will be approximately <br />39 $2,700,000. <br />40 <br />41 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09- <br />42 017; Declare the Costs to be Assessed and Ordering Preparation of Proposed Assessments. <br />43 <br />44 Motion carried unanimously. <br />45 <br />
