City Council Regular Meeting Minutes <br />October 27, 2009 <br />Page 3 <br />1 St. Anthony Boulevard Mill and Overlay Project; 5) St. Anthony Village Water Reuse Facility; <br />2 6) Emerald Park. <br />3 <br />4 Councilmember Stille requested Mr. Hubmer to present a recap to Council on the Emerald Park <br />5 Project budget. <br />7 Mayor Faust encouraged residents to view the rain gauge that is available for viewing on the City <br />8 website. The gauge is provided in conjunction with the Mississippi Watershed Management <br />9 Organization (MWMO) to monitor water quality. <br />10 <br />11 Mr. Hubmer provided an update on the design of the 2010 Street Reconstruction Project and the <br />12 2010 Street Reconstruction Project schedule. The Project includes a variety of proposed road <br />13 layouts, including installing a cul -de -sac at select locations on Silver Lane. <br />14 <br />15 Mayor Faust noted the Council had directed staff to look into the possibility of a cul -de -sac in <br />16 this area due to complaints about cut - through traffic and the upcoming Silver Lane <br />17 reconstruction. <br />18 <br />19 Councilmember Stille inquired about the sentiment of the public on removing parking on the <br />20 south side of Silver Lane. Mr. Hubmer replied that this was discussed at the public informational <br />21 meeting. It will affect two houses, as most of the homes have access onto Silver Lane and are <br />22 near side streets for parking. <br />23 <br />24 Mayor Faust suggested consideration of including a bump -in for the few houses that face Silver <br />25 Lane. He indicated there should also be discussion on installing a cul -de -sac on an interior street <br />26 as opposed to Silver Lane. He noted the possibility of "Slow Down for Children" signs, and <br />27 pointed out that the cities of St. Anthony and New Brighton are trying to work together to make <br />28 the communities safer. <br />29 <br />30 Mr. Hubmer provided an overview of issues associated with a possible relocation of the Silver <br />31 Lane sidewalk from the south side to the north side of the street from Stinson Boulevard to Silver <br />32 Lake Road. Based on the number of potential conflicts, property acquisitions, and disruptions to <br />33 the surrounding landscape, staff recommends the sidewalk be installed on the south side of Silver <br />34 Lane. He reported that the foot traffic at Silverwood Park is heavier than in other locations in the <br />35 Three Rivers Park District, and that the District is looking for ways to improve connectivity in <br />36 St. Anthony. <br />37 <br />38 Mr. Hubmer informed that a meeting was held with the Rice Creek Watershed District, Ramsey <br />39 County, the MPCA, and the cities of New Brighton and Columbia Heights in regards to Silver <br />40 Lake as an impaired water body. He reported that Silver Lake is expected to meet the TMDL <br />41 requirements in the next couple of years, which is far ahead of what had been anticipated. <br />42 <br />43 C.
